Job Description Your Role The Data and Analytics (D&A) organization focuses enterprise-wide to partner with business stakeholders to apply the power of data & analytics to deliver new insights and data-driven solutions to accelerate business outcomes. The Data Services & Solutions team is part of the centralized D&A organization and oversees the design and implementation of data solutions and data products. The Program Manager, Principal will report to the Sr Director, Data Services and Solutions. In this role you will be responsible for all aspects of program and project development involving cross-functional teams focused on delivery of internal products, programs, or administrative systems. Oversees plans and directs schedules as well as budgets. Monitors programs/projects from initiation through delivery and interfacing with internal customers. Organizes activities and interdepartmental meetings; ensures communication facilitates completion of the program/project on schedule and within budget constraints. Applies Agile (SCRUM) or Waterfall methodology, or hybrid, depending on the stakeholders, and processes involved.
Your Work In this role, you will:
- Operate at a strategic business level to ensures projects/programs are in line with Blue Shield of California strategic goals
- Consult with all levels including senior management, make recommendations, and influence decision-making
- Leverage cross-functional internal and external relationships to drive initiatives forward
- Plan and implement multiple and extremely complex projects/programs spanning across business areas
- Determine key business issues, develop effective mitigation plans and implement to successful conclusion and resolution
- Organizes the interdepartmental activities and may perform operational responsibilities. Participates cross-functionally in business planning to support business unit strategy
- Continually update relevant business stakeholders of project status and reguluarly publish project status reports
- Serve as a subject matter expert in routinely briefing key stakeholders on different aspects of assigned initiatives
- Develop the project charter, integrated project plan, resource plan, contingency plan, and related project management artifacts
- End-to-end responsible for managing scope, timeline, budget and quality for assigned workstream/area
- Plans and establishes goals and objectives for the department or in partnership with the department lead
- Has budgetary responsibility and/or manages certain processes or projects within department's budget; validate financial forecasts and provide on-going reconciliation of resources and other related project expenditures
- Be responsible for making improvements and modifications to operating policies to enhance performance of the department
- Conduct extensive investigation and critical thinking to understand root cause of problems that are difficult and unique issues across functions and/or businesses; develop new perspectives and innovative approaches on existing or new problems and apply agile methods
- Be responsible for proactively improving upon existing processes and systems using significant conceptualizing, reasoning and interpretation; results may serve as precedent for future decisions
- Assist, share learning, and mentor others within the PMO regarding standards, organizational understanding, and relationship building to promote the successful delivery of projects
Qualifications Your Knowledge and Experience - Requires a bachelor's degree or equivalent experience
- Requires at least 10 years of prior relevant experience
- Requires an understanding of basic management approaches such as work scheduling, prioritizing, coaching and process execution, work organization, risk management and delegation
- Subject matter expert in sophisticated, best practices organizational development, process improvement or project management processes
- Technically proficient, having a broad background in problem solving tools
- TQM, Six Sigma certification or Project Management certification is preferred
- Experience supervising a team consisting of professionals and /or supervisors
- Ability to effectively maneuver through organizational dynamics and tailor approach to ensure optimal outcome
Pay Range: The pay range for this role is: $ 136400.00 to $ 204600.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
