Position Overview
The Associate Director of Workforce Development and Community Education partners with the Executive Director to lead mission-critical activities in the functional areas that make up the Workforce Development & Community Education Center (WD-CEC). These areas include customized, equity-minded training and education in Business & Industry with a focus on Healthcare, Clean Energy, Labor, Advanced Manufacturing, and Hospitality; Nonprofit and government sectors; Professional/Career Training Programs; Adult Learning Programs; and to expand this portfolio in line with the localized needs of the Berkshires and immediate surrounding area. The Associate Director works with the Executive Director and members of the WD-CEC team to execute upon the strategic direction, short and long-range goals, and operating budgets of the department.
The Associate Director is responsible for planning and coordinating a response to state and federal funding streams as well as industry partnerships for a renewed approach to workforce training; additionally, responsibilities include working in conjunction with the Executive director with budget, data management and analysis, and assisting in the design and development of new non-credit programs, some of which may lead into degree offerings. The Associate Director works with WD - CEC team to achieve the goals of the division in accordance with the mission, core values, and purposes of the college.
Primary Responsibilities
Acts as lead point of contact for workforce development funding, including state allocations and competitive awards. Establishes programming and models for maximum capacity and utilization of renewable and injection funding streams.
Evaluates and tightens current offerings, establishes standard programming for each area of the Berkshire Workforce Blueprint and ensures alignment with regional workforce supports and services
Maintains relationships with primary employers, community-based organizations, Workforce Boards, and MassHire partners to meet emerging workforce needs; creates flexible and innovative program models to hand off to program managers.
Develops and maintains Advisory Boards, both internal and external, to elevate collaboration among academic and workforce departments and community partners with the college
Represents college, as needed, on external regional Advisory Boards and working groups
Registered Apprenticeships and Credentialing
Coordinate with local and statewide entities for potential collaboration for the development of registered apprenticeships - specifically in advanced manufacturing
Securing partnerships and required elements, ensuring capacity is at scale with local demand
Identifies and evaluates credentials (aligned with industry and high quality/trusted)
Job Requirements:
Minimum Qualifications & Requirements
Bachelor's Degree from an accredited institution
Minimum of five years' progressively responsible experience in workforce development, preferably in state or city agencies or in private non-profit agencies; or other progressively responsible experience in strategy implementation, stakeholder engagement, and project management along with professional advancement in another career.
Minimum of five years' experience collaborating with a grant writer to develop and implement grant proposals and projects, from origination to management to reporting and renewing.
Possesses a combination of hands-on tactical experience along with the ability to think and act strategically with demonstrated success in managerial and leadership roles.
Adapts to changes in the work environment and has demonstrated successes in managing multiple projects and deadlines.
Excellent interpersonal skills and effective communication skills.
Experience presenting information and summary reports internally and to the public.
Experience working in a collaborative manner with diverse constituencies in a college setting, and in the surrounding communities.
Preferred Skills & Qualifications
Experience working with different partners in Berkshire County.
Master's degree from an accredited institution.
Background in workforce development and training, needs assessment, grant development, and grants administration.
Practical involvement in developing and implementing a variety of credit, noncredit and short-term credit programs.
Experience in effectively promoting workforce development programs to the community.
History of collaborating with faculty on creating and implementing credit and noncredit blended course designs
