The Safety and Mission Assurance Assessment Team (SAT) System Safety Engineer will support the Safety and Mission Assurances Support Services (SMASS) Contract at Marshall Space Flight Center (MSFC) in Huntsville, Alabama.

RESPONSIBILITIES:

The SAT is primarily responsible for the independent review and assessment of compliance with applicable Program/Project requirements for MSFC Safety and Mission Assurance (SMA) internally developed and Prime Contractor-provided SMA Plans, Risk Analyses, and Test and Operating Procedures, and Verification Compliance Reports in support of NASA Missions.

The SAT SSE is responsible for:

  • Reviewing and evaluating hazard analyses (and other in-house and contractor developed risk documents) to ensure that all system-level hazards and associated causes (failure modes) have been identified and properly assessed for severity and likelihood of occurrence. Further, evaluating the efficacy of hazard controls/mitigation measures and reviewing verification meta-data to validate proper implementation controls.
  • Participating in Program/Element Design and Development Milestone Reviews, Engineering Task Team Reviews, and Tabletop Safety Reviews (TTSRs).
  • Evaluating and providing concurrence recommendations on changes to the risk documents, via official Engineering Change Request (ECR) process, that either change the classification of the risk (change in likelihood or severity category) or significantly change the technical and safety rationale provided in the risk documents.
  • Assess proposed changes, deviations, and waivers to project documentation to assure compliance with safety requirements. This includes evaluation of the impacts to safety analyses and the effects on program or project risk.
  • Evaluate Program and/or Project Verification Plans and Verification Requirements to assure safety verification requirements are properly included. Assess safety verification compliance data to assure it clearly demonstrates compliance with the safety verification requirements and parent safety requirement.
  • Coordinate with the cross-program Integrated Hazard Analysis Integrated Task Team (IHAITT) for insight on the applicable integrated hazard analyses that require MSFC in-house inputs. When requested by the SAT Lead, SAT members will support IHAITT meetings, the CSO Forum and other meetings deemed necessary by the SAT Lead and determine issues that need SAT resolution. Debriefs from meetings and any issues identified in IHAITT meetings and other meetings will be brought to the attention of the SAT Lead.
  • Ensure that the Probabilistic Risk Assessment (PRA) performed either solely in-house, or with significant input by MSFC SMA, which pertain to NASA flight systems, be given an independent review by independent PRA specialists. The SAT (and/or appropriate PRA specialist) will review any PRA performed on NASA flight systems that are used to form the basis for flight safety rationale or any flight safety risk acceptance decision.
  • Participate in Program/Project Design and Development Milestone Review Process and Element Milestone Review process (as applicable), in regards to the identification, evaluation, and thorough review (for adequacy and completeness) of all assigned work and integrated risk documents as part of the Program and Element Milestone Review process, develop and submit review item discrepancies (RIDs) and/or comments as warranted.
  • Provide System Safety Engineering Subject Matter Expertise during Program/Project Boards such as Configuration Control Boards, Problem Review Boards, Discipline Control Boards, Program Control Boards, Material Review Boards, etc.
  • Assist the Program and Element Chief SMA Officers (CSOs) in the identification and discussion of significant integrated risks to be presented at the applicable Program/Element milestone review board. SAT members will note any concern they have relevant to any integrated risks being reviewed and bring it to the attention of the SAT Lead.
  • Provide Certificate of Flight Readiness (CoFR) recommendations.
  • Provide real-time safety assessments during launch countdowns and real-time mission operations. Support at the Huntsville Operations Support Center (HOSC) shall be provided upon request.

REQUIRED:

This position has been posted at multiple levels (must meet minimum level indicated). Depending on the candidate's experience, requirements, and business needs, we reserve the right to consider candidates at any level for which this position has been advertised.

  • This position requires US Citizenship due to the sensitivity of customer related information.
  • Must have a bachelor's degree in engineering, or a related field.
  • Must have 10 years of recent and related work experience.
  • In lieu of degree: Candidates with 14 years of recent and related experience will be considered.
  • Must maintain prior work experience providing direct in-line safety engineering support to NASA Programs/Projects.
  • Must demonstrate proficiency in conducting Fault Tree Analyses (FTAs), Functional Failure Analyses (FFAs), Failure Modes and Effects Analyses (FMEAs), and/or similar types of system safety engineering analyses following NASA's specific guidelines and methodologies.
  • Must possess extensive hands-on experience conducting and documenting hazard analysis results in System Safety Analysis Reports (SSARs) and Safety Data Packages (SDPs) from scratch!
  • Must demonstrate ability to utilize computer-aided safety analysis tools such as CAFTA, Saphire, or similar analysis tools.

DESIRED:

  • Proficiency in identifying, evaluating, and mitigating risks associated with engineering systems throughout their lifecycle.
  • Expertise in applying various safety analysis techniques such as Fault Tree Analysis (FTA), Failure Mode and Effects Analysis (FMEA), Hazard and Operability Study (HAZOP), and System Theoretic Process Analysis (STPA).
  • Ability to view systems holistically and understand the complex interdependencies and interactions within those systems.
  • Strong analytical skills to solve complex safety issues and devise effective safety measures and solutions.
  • Excellent verbal and written communication skills to effectively articulate safety concerns, requirements, and solutions to stakeholders across different levels, including engineers, management, and regulatory bodies.
  • Commitment to staying updated with the latest developments, tools, and techniques in system safety and related fields.
  • Ability to work effectively in multidisciplinary teams, facilitating collaboration between different engineering disciplines and stakeholders to address safety concerns.

WORK LOCATION:

  • This position offers a hybrid work schedule. Requires a minimum onsite presence (Marshall Spaceflight Center (MSFC) in Huntsville Alabama) of three days a week with Monday's and Thursday's mandated by Center directive while the third day corresponding to the needs of the SAT.
  • This position offers a 9/80 schedule, every other Friday off.
  • This position may require some travel.

BACKGROUND INVESTIGATIONS REQUIRED:
