Baltimore County is Hiring an IT Technical Expert I (Data Management Lead) - (Non-Merit) Near Towson, MD

Regular Schedule: 34 hours per week

A non-merit vacancy exists in the Office of Budget and Finance.

Non- Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The data management lead is responsible for defining data management policies and procedures, managing data quality, managing data security and privacy, and developing reports and data visualizations within the Office of Budget and Finance, Budget Formulation and Administration, and presenting information and recommendations to leadership and peers.
Provides direction and assistance to Budget Analysts and management staff regarding data analysis and preparation of data for management research reports and budget publications. Interacts with partner agencies to identify data sets related to performance metrics, developing reports and visualizations.
Under general supervision may analyze and review fiscal activities of County agencies and conduct studies of the organization, methods, and procedures of County agencies. Analyzes departmental budget requests. Reviews requests for fund transfers. Reviews proposed expenditures for conformance to approved budget. Assists in the preparation of budget requests. Assists in the maintenance of position control records and in reviewing that proposed changes to those positions are justified. Assists in the implementation of new techniques, procedures, methods, and systems.
Examples of Duties

  • Maintains the County’s Budgeting Formulation System. 
  • Creates complex reports using tools such as SQL Server Reporting Services and PowerBI for internal and external use.
  • Gathers and documents functional and technical report requirement and translates requirements into reporting solutions.
  • Develops in-depth understanding of underlying data, data structures, and business uses to ensure reports meet client needs.
  • Creates technical documentation of report logic and processes surrounding data flows and data sources.
  • Utilizes and assists in the development of enterprise dataset supporting business analysis and reporting.
  • Supports peers in the use of business intelligence tools to query databases and files for report outputs. 
  • Develops report documentation and training materials in support of training staff.

Graduation from a college or university with a bachelor’s degree in business, computer science, data science or a similar field. Relevant certifications in MCSE, MCSA, Microsoft 365, Azure, Intune or Microsoft Endpoint Manager is desirable. Familiarity with Agile practices, MDM platforms.
 
At minimum possession of an Associate in Arts degree from an accredited college or university in Information Technology, Computer Science, Computer Engineering or a related field. One (1) year of additional relevant work experience may be substituted in lieu of the required education.
PLUS
At least four (4) years' of progressive technical experience in the analysis, design, development, documentation, and implementation of business intelligence solutions focused primarily on financial systems.
Knowledge, Skills, and Abilities (Entry Level)  
  • Hands-on knowledge of SQL Server Analysis Services, SQL Server Reporting Services and Power BI.
  • Knowledge of RDBMS systems, data structures, and fundamentals, including data warehouse concepts and principles.
  • Ability to organize, analyze, and interpret financial and management data. 
  • Ability to establish and maintain effective working relationships with all contacts.
  • Ability to communicate effectively across all levels within an organization.
  • Team player.
  • Excellent oral and written communication skills.
  • Ability to communicate business needs to technical staff as well as understand customer requirements and design user-friendly reports.
  • Knowledge of municipal accounting and budgeting principles and practices.
Knowledge, Skills, and Abilities (Full Performance)  
  • Proficient in the use of SQL Server Analysis Services, SQL Server Reporting Services and Power BI.
  • Comprehensive experience with a variety of ETL tools supporting a variety of data manipulation and analysis functions.
  • Knowledge of GIS principles, analysis methods, and fundamentals.
  • Demonstrates use of GIS tools for data analysis and presentation (both desktop and web based).
  • In depth understanding of enterprise data architecture, data design standards and data processes.
  • Demonstrates ability to keep current with existing data technologies, through past experience, current work, and interest in professional organizations and workshops.
  • Ability to communicate across all levels within an organization.
  • Excellent oral and written communication skills.
  • Ability to communicate business needs to technical staff as well as understand customer requirements and design user-friendly reports. 
  • Ability to work independently, and escalate issues and seek guidance as necessary.
  • Knowledge of the organizational structure and functions of County government.
  • Knowledge of County budgeting policies and procedures.
