Baltimore County is Hiring an Engineering Associate II - Real Estate Compliance Near Towson, MD

Pay Schedule I, Grade 25, Regular Schedule: 35 hours per week
A vacancy exists in the Office of Law.

Under general supervision, performs advanced subprofessional engineering, drafting, design, simulation, and computational work.
  • Performs complex drafting, computational, and design work in the preparation of plans and specifications for County projects.
  • Interprets construction plans and deeds.
  • Operates computers and peripheral equipment to perform GIS work and computer aided drafting and design of engineering drawings, plans, and projects.
  • Computes data used in determining control points and direction of survey parties.
  • Interprets and plots data obtained by field survey parties.
  • Assists engineers on survey problems.
  • Plots property outlines from drawings and deed descriptions.
  • Performs title searches and prepares legal metes and bounds descriptions.
  • Prepares maps, drawings, and signs.
  • Makes field inspections to ensure compliance with approved plans and specifications.
  • Takes field measurements of existing utility crossings.
  • Prepares cost estimates from preliminary designs and completed construction plans.
  • Prepares evidence for condemnation cases.
  • Participates in traffic survey projects and assists in coordinating traffic control work with other County, public, and private agencies and the general public.
  • Reviews private development plans to identify conflicts with existing County utilities or proposed capital improvement projects.
  • Reviews existing buildings and proposed building purchases for NFPA, BOCA, and NEC compliance.
  • Performs technical reviews and approvals of construction plans for private residences.
  • Performs reviews and approvals of plans for routine commercial construction.
  • Reviews plans for conformance with the provisions of the NFPA Life Safety Code, the BOCA Basic Building Code, and other related codes and laws.
  • Prepares and reviews public works agreements, utility agreements, and right-of-way improvement agreements.
  • Reviews and processes letters of credit.
  • Collects and processes plan review fees.
  • Reviews and processes concept plans, development plans, minor subdivision, plans and record plats.
  • Coordinates with other County, public and private agencies to resolve issues for subdivision project close-out.
  • Reviews development plans and record plats to assign street names and addresses.
  • Processes requests to change street names and addresses.
  • Coordinates the assignment of street names with other county and government agencies.
  • Verifies street names and addresses for building permits and zoning classifications.
  • Advises property owners, builders, developers, attorneys, engineers, and others concerning construction practices and code requirements.
  • Coordinates field construction changes with building inspectors.
  • Prepares correspondence, reports, and records.

Possession of a high school diploma or an appropriate equivalent
plus
at least six (6) years' subprofessional engineering experience.
Additional qualifying education may be substituted on a year-for-year basis up to maximum of four years for the required experience.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Proof of licenses, certifications, and/or education must be submitted with each application by the closing date of the job posting.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions. 
Physical and Environmental Conditions
The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
Employment Background Investigation
