Baltimore County is Hiring an Engineer II - Building Plans Review/Development Plans Review Near Baltimore, MD

Pay Schedule I, Grade 30, Regular Schedule: 35 hours per week.
A vacancy exists in the Department of Permits, Approvalsand Inspections, Division of Building Plans Review/Development Plans Review.

Under general supervision, performs professional engineering work. Manages capital improvement projects. 
 
  • Performs various work in the design of engineering projects, including drafting and reviewing plans, determining right-of-way requirements, writing special provisions, and preparing construction estimates and technical studies.
  • Resolves design problems, prepares and reviews correspondence relating to projects, and coordinates projects with outside agencies.
  • Reviews and approves plans and specifications for roads, bridges, drains, public buildings and mechanical and HVAC systems.
  • Manages a CADD operations center, including the administration of computer networks, engineering software, and user training.
  • Analyzes consultants' proposals, reviews consultant designs, and prepares consulting agreements.
  • Reviews and approves plans and specifications for water, sewer, solid and hazardous waste disposal, and air pollution control systems.
  • Prepares and reviews storm water management plans, sediment control plans, and other environmental reports.
  • Manages the design, review, and approval of capital improvement projects. 
  • Reviews and coordinates the work of in-house staff and consultants. 
  • Coordinates project schedules and deadlines.
  • Operates computers and peripheral equipment to perform GIS work and computer aided drafting and design of engineering drawings, plans, and projects. 
  • Operates computers to conduct hydraulic/hydrologic, structural, surveys, highways, traffic control, and other engineering related studies.
  • Investigates and responds to engineering related complaints from the public.
  • Recommends approval or disapproval of plans and specifications for roads, bridges, drains, and public buildings.
  • Reviews structures for adequacy of design and conformance with building codes. 
  • Confers with architects, engineers, and developers to evaluate alternate structural systems for high-rise, prestressed concrete, steel, or post-tensioned structures.
  • Recommends approval or disapproval of plans and specifications for water, sewer, solid and hazardous waste disposal, and air pollution control systems. 
  • Participates in environmental health programs.

  • May act as a spokesperson in right-of-way condemnation cases or act as a witness in other judicial proceedings.
  • Performs other related duties as required.

 plus
two years' field or office engineering experience.
 
Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.
OR
Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus two years' field or office engineering experience.
Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland Driver's license may be required for some positions at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
