Pay Schedule XII, Grade 5M
A vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Proof of licenses, certifications, and/or education must be submitted with each application.Under direction, plans, organizes, directs, and controls the programs of Long Term Care Services in the Health Department.Plans, organizes, directs, controls, and evaluates the programs of Long Term Care Services. Interprets and develops standards, policies, and procedures. Initiates, develops, implements, and modifies programs and services provided by the Bureau.
  • Supervises professional public health managers, professional staff, and support staff. Monitors and evaluates the effectiveness of programs and staff.
  • Coordinates the activities of the Bureau with the services provided by other health care agencies. Provides advice and consultation to staff and serves as liaison to other agencies.
  • Plans, prepares, and administers operating and grant budgets. Directs the preparation and maintenance of records, reports, correspondence, and grant proposals.

Graduation from an accredited college or university with a master's degree in nursing or public health
plus
five years' public health nursing experience, three years of which were in a supervisory capacity.
(Additional experience may be substituted on a year-for-year basis up to a maximum of two years for the required education. Education beyond a master's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience).
Knowledge, Skills, and Abilities (Entry Level)
  • Thorough knowledge of public health nursing principles, practices, procedures, and methods. 
  • Thorough knowledge of current health and human services programs, resources, and trends. 
  • Thorough knowledge of public health program supervision. 
  • Thorough knowledge of the principles and practices of supervising public health professionals and support staff. 
  • Thorough knowledge of case management.
  • Skills in the supervision of public health professionals and support staff. 
  • Skills in planning, organizing, and implementing public health programs. 
  • Skills in the drafting of reports, correspondence, and other documents.
  • Ability to learn and interpret County and Departmental rules, regulations, policies, and procedures. 
  • Ability to learn and interpret applicable Federal, State, and local laws, codes, and regulations. 
  • Ability to effectively administer the Bureau's programs, grants, and budgets. 
  • Ability to establish and maintain effective working relationships with clients, staff, and other health agencies.
Knowledge, Skills, and Abilities (Full Performance)
  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures. 
  • Thorough knowledge of applicable Federal, State, and local laws and regulations. 
  • Thorough knowledge of the organization, operations, and services provided by the Department, County, and other local health agencies.
  • Skills in the administration of programs, budgets, and grants. 
  • Skills in coordinating the Bureau's programs with services provided by other agencies.
Licenses and Certificates
Possession of a valid license to practice as a professional registered nurse, issued by the Maryland State Board of Examiners of Nurses, is required at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The duties of this classification are essentially sedentary.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
