Baltimore County is Hiring a Bilingual (Spanish) Human Services Associate Near Towson, MD

Pay Schedule I, Grade 25, Regular Schedule: 35 hours per week.
A vacancy exists in the Department of Health and Human Services, Bureau of Community Health Services.

Proof of license(s) certifications, and/or education must be submitted with each application.Under general supervision, screen, evaluated, and monitors clients with Limited English Proficiency (LEP) in a human services program with the Bureau of Community Health Services. Provides episodic case management services as part of an individualized action plan and makes referrals to other agencies or professionals. Provides translation and interpretation services to Baltimore County residents with Limited English Proficiency needing assistance in accessing health-related services.
Examples of Essential Duties
  • Interviews clients with LEP, primarily clients who speak Spanish, to determine history of required health-related services and current need for services that facilitate access to health care.
  • Assesses client needs and independently, or in consultation with a social worker, physician, or other licensed professional, develops an appropriate plan of action which may include referral of client to another agency or professional.
  • Provides translation and interpretation services for Baltimore County residents who speak Spanish and are seeking health-related services across all programs in the Bureau of Community Health Services.
  • Monitors and evaluates progress in obtaining health-related services that include private and public entitlements and ongoing case management services if indicated.
  • Maintains detailed records of clients’ activities and provides reports to health-related providers or other agencies upon request.
  • Follows up on referrals and acts as a liaison between clients, medical providers, clinics, employers, and community organizations.
  • Prepares statistical and summary reports as requested.
  • Ensures that clients with LEP have been linked to all necessary health-related services that may provide access to medical care, decrease their risk to chronic health conditions, and improve their general quality of health (services include HIV and Partner Services; Cancer Prevention, Diagnosis, and Treatment; Chronic Disease Prevention; and Medicaid or other health insurance programs under the Affordable Care Act).
  • Assists walk-in clients and telephone inquiries with Medicaid and other social services/public benefits.
  • Conducts health education, community relations, prevention and outreach programs particularly those that target Baltimore County residents with LEP.
  • Attends meetings and training sessions.

Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science.
Experience as described in essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Preferred Qualifications
Ability to speak and write Spanish.
Licenses and Certificates
Some positions within this classification may require possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver's license at the time of appointment.

EXAMINATION PROCEDURE
Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their application and supplemental questionnaire. Applicants are advised to state the dates, duties and responsibilities of past and present experience clearly and completely for evaluation purposes.Employees in this classification may be assigned to a work shift that includes evenings, nights, weekends and/or holidays. Employees are subject to call to duty in emergencies and may be required to work overtime as needed. Employees must satisfactorily complete County sponsored CPR and First Aid training and maintain certification throughout employment.
Physical and Environmental Conditions
These positions are essentially sedentary with occasional walking, lifting, or other limited physical activities. Positions require traveling between work sites.
Medical Examination and Employment Background Investigation
Applicant's selected for an appointment to a position in Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
