Systems Analyst

GRADE: 05/OPE - $73,207 to $115,445 (Annual Salary Scale for Exempt 12-Month Employees Represented by BCPSOPE 2023-2024 Effective July 1, 2023)

JOB TITLE: V16240

REPORTS TO : Supervisor, Business Systems Support

DEFINITION : Manages the electronic time and attendance application and is the subject matter expert on all aspects of the employee electronic time and attendance business processes. Facilitates meetings and collaborates with others to improve business processes, workforce productivity, and enhance the daily operations to include managing the application environment, implementing new features and capabilities, maintaining application tables, configuring pay calculations, coordinating integration with payroll, human resources, and other systems. Develops reports and assists leadership to ensure the system is meeting the needs of the organization. Monitors system, oversees upgrades, releases, and enhancements to ensure system stability. Investigates concerns, diagnosing, and resolving issues and problems in applications, recommending enhancements, and troubleshooting known issues.

EXAMPLES OF DUTIES :
  • Provides support to configure, maintain, and implement cost center, timekeeping, user access, schedules, leave accruals, and interface cross reference tables as new business requirements are identified (e.g., bargaining unit contract language and changes in Federal or State labor laws).
  • Serves as a subject matter expert on all configuration in the system and be a key point of contact between HR/Finance/Payroll and end users.
  • Participates as an active member of the vendor community to keep abreast of new features included in the new releases.
  • Assess risks and benefits of available new features and provides recommendations to leadership.
  • Serves as a project manager on projects of various sizes. Serves as a key resource for projects impacting time and attendance.
  • Initial triage of issues reported by end users of the system regarding interface errors, pay calculation errors, timeclock, access issues, etc. and appropriately route issues to vendor, internal technical and/or functional BCPS resource to resolve issue.
  • Coordinates with vendor to resolve issues that require vendor assistance.
  • Creates and maintains system administration technical documentation to maintain standards and procedures on application processes.
  • Maintains annual holiday calendars and other system tables that require regular maintenance.
  • Identify areas of business process improvements to ensure effective and efficient use of the application.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS :
Education, Training and Experience :
Graduation from an accredited college or university with a bachelor's degree in a related field.
Three years of experience in a related field. Experience in project management, systems analysis, customer service, or related business processes is preferred. Experience with electronic time and attendance systems, in particular KRONOS and/or UKG Ready is preferred.

Note : Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the class may be considered.

Licenses and Certificates :
Possession of a valid class C Maryland driver's license or an equivalent is required.

Knowledge, Skills, and Abilities :
Knowledge of the principles and practices of information systems.
Knowledge of project management. Knowledge of technology. Knowledge of data management, analysis, and reporting. Excellent customer service skills.
Excellent technical skills and understanding of programming languages, operating systems, and information systems.
Ability to keep current with technical and industry developments.

Skill in the operation of personal computers and office software packages and preparing reports. Skill in the use of database, internet, spreadsheet, word processing, and related applications. Skill in training employees. Skill in maintaining confidential records.

Ability to establish and maintain effective working relationships with school principals, central office administrators, co-workers, representatives of other agencies and departments, and the public. Ability to communicate effectively both orally and in writing. Ability to represent the office at meetings. Ability to maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The duties of this class are generally sedentary. Work requires daily operation of computer devices.

CONDITIONS OF EMPLOYMENT :
Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so. Personnel may be required to work beyond their normally scheduled hours with little or no advanced notice.

This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
