    JOB TITLE: Accounts Payable Representative, Transportation
    GRADE: 05/ESPBC
    STARTING SALARY: $20.16 to $33.34 (Hourly Base Pay Scale for Non-Exempt Office Professionals, Clerical, and Classified Employees Represented by ESPBC, 2021-2022 Effective July 1, 2021)
    DEFINITION: Leads, advises, and coordinates the process for accounts payable. Performs complex technical, administrative, and clerical duties in support of accounts payable. Administers databases. Prepares reports and correspondence. Serves in a liaison capacity with employees, other departments, vendors, and outside agencies. Performs other related duties as assigned.
    EXAMPLES OF DUTIES:
    Coordinates and reviews the accounts payable workflow process and provides recommendations for improvement.
    Enters, retrieves, and compiles information using the automated financial system.
    Receives, reviews, and processes accounts payable payments, including check requests and purchase order payments, ensuring accuracy of mathematical computations and completeness, resolving discrepancies, which may require extensive research involved with purchase orders, invoices, and receiving confirmations, and ensuring appropriate approvals are obtained so that vendors can be paid promptly.
    Reviews, audits, and makes necessary adjustments to statements, invoices, and check reimbursement requests in accordance with system policies, rules, and guidelines. Interprets Board policy, rules, and procedures to advise project managers and vendors of corrections and updates.
    Assists and trains staff regarding the financial system as well as interpreting the information. Assists with reconciliations between financial data and records.
    Receives and responds to requests for information. Confers routinely with departmental and fiscal staff and vendors to resolve problems and answer questions regarding invoices, purchase orders, and payments.
    Periodically, prepares financial and statistical status summaries, schedules, and reports.
    Receives, distributes, and files documents. Organizes and maintains manual and automated recordkeeping filing systems by tracking, verifying, and updating records, files, and reports.
    Assists in the preparation of accounts payable forms in accord with policy and regulation, and reviews supporting documents for completeness and accuracy. Submits necessary forms and documents to appropriate fiscal staff for approval and processing.
    Assists with year-end activities including gathering purchase status information and supporting documentation and reconciling statements and financials.
    Performs other duties as assigned.
    MINIMUM QUALIFICATIONS:
    Education, Training and Experience:
    Possession of an associate degree or the completion of 60 or more college credits, plus three years of experience performing administrative and complex accounts payable duties. Experience with Advantage Financial preferred.
    (Additional accounts payable experience may be substituted on a year-for-year basis up to a maximum of two years for the required education.)
    Knowledge, Skills, and Abilities:
    Knowledge of web-based financial and automated office systems. Knowledge of office practices and procedures. Knowledge of filing system. Knowledge of spelling, grammar, and arithmetic. Knowledge of personal computers and office software packages. Knowledge of database and document management.
    Skill in processing documents and transactions. Skill in maintaining databases, spreadsheets, and logs. Skill in setting up and maintaining filing systems. Skill in gathering and compiling information for reports. Skill in operating personal computers and related office equipment. Skill in providing routine information to telephone callers and office visitors.
    Ability to lead and train regarding the accounts payable process. Ability to communicate effectively. Ability to follow rules and regulations. Ability to establish and maintain effective working relationships.
    PHYSICAL AND ENVIRONMENTAL CONDITIONS:
    The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $106.00. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
