Examples of Duties

Under general supervision of the Parking Enforcement Supervisor in the Office of Budget and Finance (OBF), position requires walking and/or vehicular patrol of assigned territories to perform duties relating to the issuance of parking citations


Essential Job Duties

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the agency.   • General field assistant supervision of the Parking Enforcement Officers responsible for conducting foot or vehicular patrols of assigned territories to perform duties relating to the issuance of parking citations.
  • Assists the general public by providing directions, information on parking and entertainment venues, and local sites of interest.
  • Assists visitors by providing resources for motor vehicle problem or other emergency circumstances.
  • General oversight of countywide parking citation issuance for violations at parking meters, posted prohibition areas, times parking areas, reserved handicapped areas, fire land restricted areas, and all other violations as defined by Baltimore County Law.
  • Assists in training of Parking Enforcement Officers.
  • Monitors compliance with all established processes and procedures.
  • Coordinates the activities of the Parking Enforcement Unit with those of the Baltimore County Police, Parking/Automated Enforcement Section, and Revenue Authority, as required.
  • Knowledge of courtroom procedures.
  • Makes court appearances to testify on behalf of Baltimore County for contested violations.
  • Analyzes and interprets new legislation and regulations and develops procedures to enforce them.
  • Prepares and submits accurate performance activity logs and reports for unit as required.
  • Monitors lists of vehicles eligible for impoundment and coordinates impoundment with Baltimore County Police and the Parking/Automated Enforcement Section.
  • Maintains the highest level of customer service in all interactions with the public.
  • Receives, investigates, and resolves inquiries, requests and complaints from the general public concerning parking enforcement field activity.

Qualifications

Graduation from a recognized high school.

Plus

Three years' supervisory experience working with the public, preferably in parking or law/security enforcement. Excellent attendance record, strong time management skills and task oriented.

  • Five years’ experience providing superior customer service to the general public, preferably in parking or law/security enforcement.

Licenses and Certificates
Possession of a valid driver's license equivalent to a non-commercial Class C Maryland driver's license is required at the time of appointment.

Character Requirements
All applicants must be of good moral character and emotionally stable, as determined by a comprehensive background investigation and drug test.

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
