The ideal candidate shall be responsible for the successful planning, coordinating and management of cost, schedule and performance of all aspects of complex engineering IT Program. Directly contributes to program efforts in several areas, including task BOEs, ensuring execution within cost, schedule and technical, deliverables and program organic growth. This candidate will be responsible to identify and monitor risks, development of risk mitigation plans and ensure proper performance of tasks necessary for efficient and effective execution of the contract. The candidate must have expert communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
On site position: Must be in the office 24 to 32 hours weekly. Required Education, Experience, & Skills Education and Experience:
A Bachelor's degree from an accredited college or university is required. Ten (10) years of additional program management experience of similar scope, type, and complexity with the Federal Government may be substituted for a Bachelor's degree.
Direct experience in managing multi-TTO contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Active Project Management Professional (PMP) certification is required. TS SCI level clearance with the appropriate poly required.
The Program Manager shall possess the following capabilities:
Ten (10) years of demonstrated experience in conducting requirements analysis, resource allocation, program costing, deliverable tracking, schedule and financial data monitoring, and reporting for programs and contracts of similar scope, type, and complexity is required.
Direct experience in managing multi-TTO contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Serves as a point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the BAEs senior management.
Provide direction and mentoring to program team members; set the appropriate goals and objectives.
Document system and program processes and procedures and implement process improvements.
Prepare and complete action plans to be presented to the Government.
Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff.
Mitigate program risks and issues that occur.
Provide analysis of operational objectives and draft plans to meet objectives.
Develops the Work Breakdown structures and Integrated Master Schedules to determine and deconflict allocation of resources (Staffing, facilities and budgets).
Coordinate activities of lower level program managers to achieve synergy across TTOs.
Provides detailed tracking of requirements satisfaction for reporting to stakeholders
Works with the higher level program manager, if applicable, to provide effective and efficient management of the contractor's effort
