Overview

The Administration for Strategic Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All-Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.

Aveshka, Inc. a Softtek Company is in search for multiple Technical Consultant (Planning) candidates.

Responsibilities

  • Provide support, structure, and guidance for all organizational planning efforts, integrating across multiple agencies and synchronizing across all workstreams and staff sections
  • Synchronize and integrate strategic and deliberate planning efforts across key staff sections to ensure long-term plans are developed and nested with Chief Operating Officer (COO) guidance, intent, and priorities.
  • Develop, in collaboration with planning partners, overarching milestones, identify potential targets and decision points, facilitate metric and measurement establishment, and ensure workstream milestones are nested within strategic framework and track and report progress as required to support long-term planning, strategic planning, and surge planning, as needed.
  • Facilitate the convening of operational planning teams, to include setting the agenda, coordinating the meeting, capturing notes, and publishing action items, and support the design and execution of data collection and elicitation activities to inform planning.
  • Frame, outline, conduct course of action analysis, draft, and coordinate review, staffing of, and communications related to strategic and deliberate plans and other planning products, and support the development of operational and contingency plans as required.
  • Accelerate information flow; collection, aggregation, and provision of actionable
  • information and knowledge; and guidance to and from senior leaders to the staff to ensure synchronization and unity of effort and enable decision-making by leaders.
  • Review and provide recommendations to the Chief of Plans on planning for future systems, processes, and operations being considered and demobilization of existing systems, processes, and operations to ensure they are appropriately nested with senior leader guidance, and they provide appropriate levels of detail to enable rapid understanding and decision making.
  • Coordinate the production and distribution of templates, plans, and turnover files.
  • Bolster the establishment of organizational information requirements and reporting schedules to support the long-term planning effort.

Qualifications

Required Experience

  • 7 years of relevant experience with strategic and deliberate planning, analysis, and the FEMA Comprehensive Planning Guide 101 6-step planning process (or equivalent).
  • Bachelor's degree, or seven (7) years of experience related to the field of Planning include related fields such as Intelligence Analysis, Business administration/Management, Public Administration, or Political Science.
  • US citizenship (required)
  • At least one (1) EMI self-study planner's course.
  • Experience in key developmental positions providing planning support to the Secretary, Assistant Secretary level, or senior level in one of the federal operating divisions, and in operating with interagency and/or intergovernmental organizations (or the military or civilian equivalent) and across multiple workstreams.
  • Strong organizational and communication skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail) with the ability to convey complex information, including operational and strategic impacts of planning efforts, to senior leaders in both virtual and in-person meetings/environments.
  • Demonstrated ability to critically think at the strategic level to determine and recommend future and long-term planning requirements.
  • Demonstrated ability to guide, track, and execute planning of multiple lines of effort with a focus on the long-term (>18 months) planning horizon.
  • Aggregation of multiple data points and collating information into succinct products for senior leaders.
  • Strong proficiency in Word, PowerPoint, Excel, Teams, and Outlook with proficiency in Zoom, Adobe Reader, Adobe DC Pro, and Adobe Connect.
  • Strong organizational and communication skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).
  • Completion of one (1) or more extended planning courses (e.g., FEMA's Planning Practitioner Program, JECC Planners Course, JIMPC Planner's Course, CDC Planner's Course).

Required Clearance

  • Ability to obtain a Public Trust Clearance
