Purpose & Job Related Requirements

***CDL Positions HIRING INCENTIVE***
Eligible newly hired candidates hired into a position requiring a CDL will receive an incremental hiring incentive upon satisfactory job performance after completion of 3, 6, and 12 months of service.
Valid Driver’s License: $1,500 one time hiring incentive to be paid in $500 increments (not added to base salary). This is a one-time incentive, and you will not be eligible for an additional incentive when you obtain your required CDL license.
Class A or Class B CDL: $3,000 one time hiring incentive to be paid in $1,000 increments (not added to base salary).
Continuation of this Recruitment/Hiring Incentive Program is subject to available funding and approval by the Manager.

Purpose of Job
Worker II: The purpose of this job is to construct, maintain, and improve streets and drainage systems, and maintain and operate equipment and vehicles. Duties and responsibilities include, but are not limited to, performing construction and maintenance tasks, maintaining and operating equipment and vehicles, and performing additional tasks as assigned. Salary for Worker II: $35,491 annually - Pay Grade 110.
Worker III: The purpose of this job is to train employees, provide technical assistance, and construct, maintain, and improve streets and drainage systems, maintain and operate equipment and vehicles. Duties and responsibilities include, but are not limited to, training others and performing construction and maintenance tasks, maintaining and operating equipment and vehicles, and performing additional tasks as assigned. Salary for Worker III: $37,266 annually - Pay Grade 111.


Job Related Requirements

WORK SCHEDULE: Weekdays 6:30 a.m. - 5:00 p.m.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.


Emergency Position

Both the Worker II and Worker III positions are designated as an emergency positions that require your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

Worker II: High school diploma or equivalent required, with one year of concrete finishing, asphalt placement, construction, landscape, farmwork, forklift operations, carpentry, manual labor, mechanical or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess a valid driver's license.

Must have the ability to obtain a Georgia Commercial Driver's License Class "B" with tanker endorsement within 5 months of being hired.

Must be able to meet the current training requirements for this position as set forth in the Streets & Drainage Certification Program within the required time frame.

Essential Duties, Responsibilities

WORKER II:
Performs tasks to construct, maintain, and improve streets and drainage systems.
Assists in setting grades using a level.
Operates vehicles and /or equipment for transporting supplies and equipment to and from the work site.
Performs functions associated with the use of all hand and power tools in the Streets & Drainage Division.
Assists in laying bricks, blocks, retaining wall, and constructing catch basins.
Performs routine maintenance on equipment and vehicles which includes lubrication and checking oil, air, water, and other fluids.
Assists in traffic control setup for work sites.
Responds to after hour emergencies as required.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Transportation & Public Works Department as they pertain to the performance of duties relating to the position of Streets & Drainage Worker II.
Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of the terminology used within the department.
Knowledge of maps, employee handbooks, equipment manuals, and the procedures and methods as required in the performance of duties.
Ability to communicate effectively with supervisors, other staff members and employees.
Ability to use independent judgment in routine and non-routine situations.
Ability to handle required calculations.
Ability to comprehend and apply the regulations and procedures of the department.
Ability to operate and use various types of equipment, vehicles and all Streets & Drainage Division hand and power tools.
WORKER III:
Assists in training others in maintenance and construction of streets and drainage systems, and advises on proper work methods and procedures.

Performs maintenance and construction of streets and drainage systems.
Assists in setting grades using a level.
Operates equipment and vehicles required to perform construction and maintenance of streets and drainage systems.
Performs functions associated with the use of all hand and power tools in the Streets & Drainage Division.
Trains employees in the safe operation of hand and power tools and equipment.
Lays bricks, blocks, and retaining wall blocks and constructs catch basins.
Transports supplies and equipment to and from work sites.
Performs routine maintenance on equipment and vehicles which includes lubrication and checking oil, air, water, and other fluids.
Assists in traffic control setup for work sites.
Responds to after hour emergencies as required.
Performs other related duties as required.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery, equipment, vehicles and hand and power tools. Must be able to use body members to work, move or carry objects or materials. This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Physical demand requirements are at levels of those of heavy work.

MOTOR COORDINATION: Requires the ability to coordinate hands, accurately, and eyes in concrete finishing, and/or asphalt placement and using equipment and vehicles. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of machinery, equipment, vehicles and hand and power tools. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone, two-way radio.
