Job Description
ASR is seeking an experienced Construction Manager (CMR) in support of a National Park Service project in Washington DC. This project is in support rehabilitating failing seawalls around the Tidal Basin along the Potomac River through West Potomac Park shoreline. The CMR will oversee the construction contractor in the restoration of approximately 6400 linear feet of historic seawall which has experienced settlement and loss of fill and will provide future protection against flooding.
Construction Manager Responsibilities:
  • Oversee, manage and inspect the work of the construction contractor.
  • Observe construction documentation, scope, cost estimates, proposal cost and technical analyses, time impact analysis, and schedule analysis
  • Using industry estimating software developing cost estimates
  • Identifying source of cost information used in the Basis of Estimate Statement
  • Documentation of Estimate Assumptions
  • Definition of Mark Ups
  • Identification of major changes from previous estimate
  • Assisting the government in Technical analysis
  • Performing schedule analysis to ensure contractor’s schedule updates are correct and updates are correct and making recommendations to the government.
  • Drafting scoping documents for construction contract modifications citing division specification sections, drawing sheet numbers and identifiers, and including sketches and/or photographs as appropriate
  • Performing field fact finding including taking photographs of work performed or in progress,
  • Arrange, attend, and facilitate a variety of meetings including, but not limited to, weekly progress meetings on-line and/or on-site, internal meetings with the Government, meetings with the AE, AHJ, or other required inspections, and negotiations between the Government and Contractor, as required.
  • Observe and document the work of Construction Contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes, and safety standards.
  • Take appropriate photographs and include them in the daily logs with legends, dimension notes, and descriptions of what the photograph entails.
  • Monitor Construction Contractor compliance with Accident Prevention Plans (APP) and applicable safety requirements. Document safety issues in the Daily Log.
  • Review and verify Construction Contractor’s project record drawings are updated to reflect changes on a weekly basis, document the review in progress meeting notes.
  • Review all construction materials and equipment upon delivery to the site and cross-check with approved submittal. Notify the COR immediately of material deliveries that do not conform with approved associated submittal(s).
  • Review, verify completeness and accuracy and log the Construction Contractor’s Requests for Information (RFI). Assist in resolution of, draft response, track, and follow up on RFIs. Reject incomplete or erroneous RFIs, identify missing information, and require resubmission. Only forward complete packages to the project team for review. When appropriate, remind the responsible project team member of the need for timely action, facilitating timely review of RFIs.
  • Review Construction Contractor Quality Control (CQC) Daily Reports for accuracy, completeness, and compliance with construction contract documents. Compare Daily Reports. Immediately notify the COR of discrepancies.
  • Review Construction Contractor’s Operation & Maintenance (O&M) manuals, warranties, guarantees, and closeout requirements. Verify they are complete and in compliance with construction contract documents. Immediately notify the COR of discrepancies found.
  • Organize, facilitate and document preparatory, initial and follow-up inspections for the work tasks that warrant the 3-phase inspection. Prepare a list of these work items at the beginning of contract performance.
  • Assist the Government, as needed, to facilitate, develop and manage documentation relevant to Contract Changes and disputes. This includes preparation of draft Request for Proposal (RFP) documentation, developing a RFP Log that tracks RFP numbers, issue date, IGE date and amount, Proposal Receipt date, Proposal amount and final negotiated amount. RFP files shall include current and archived versions of RFPs, IGEs, Proposals and Documentation of Negotiations and shall be managed and organized by number.
  • Submit a Monthly Status Report with every invoice, describing services performed during the invoiced period.
Qualifications:
  • Minimum of 10 years of construction industry experience including construction inspection and demonstrated experience in construction of seawalls and/or related maritime construction.
  • 3 References of construction work
  • Technical knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services
  • Physical Abilities: Ability to walk or climb on a daily basis to observe contract performance
  • Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
  • Have knowledge of similar construction work so that the work can be properly observed, documented, and confirmed for conformance to the contract, plans and specifications.
  • Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
  • Have the ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.
  • Knowledge of cost estimating software such as RS Means, PlanSwift, etc and experience in use of Procore, knowledge of reading and understanding of plans and specifications.
