The Pre-Construction Manager is responsible for overseeing all activities from client relations, marketing, business development, and estimating through the complete turnover of successful proposals to the construction team to execute the project.
Functional manager of the National Marketing and Business Development department
• Support the Marketing and Business Development Department with input on
prequalification questionnaires
• Collaborate with the Marketing and Business Development Department to visit new and
existing clients, schedule dog & pony presentations, participate in client entertainment
opportunities
• Develop and maintain an updated presentation of our Company’s background,
capabilities, and offerings
• Explore and research potential new market sectors that could provide future growth
• Keep our “Going Out of Business” curve up to date and have a good understanding of
when we need to be aggressive in booking work to avoid gaps and lulls and when we are
busy and need to bid work to not get it
• Oversight of our company / contractor licensing management to drive efficiency and
effectiveness
Functional manager of the Estimating department
• Interim Estimating Manager responsible for determining the path forward for the structure
of the estimating / pre-construction department
• Take the lead on all client interface (pre-bid meetings and conference calls, bid
questions, post-bid meetings, etc...)
• Become familiar with craft licensing requirements of the States we bid work in
• Contact local IBEW halls to get current wage and benefits packages for Union work we
are bidding
• Investigate tax requirements of all bidding project locations (sales, gross receipts, etc...)
• Become proficient at researching permit requirements and fees (County, City, etc...)
• Participate in kickoff meetings to ensure a smooth transition from estimating to construction
• Participate in Look back meetings to capture lessons learned that apply to pre-
construction
• Capture specific scope practices for different types of installations (braids on isophase,
GMP installations in the food industry, etc...)
• Develop a historical database of actual labor units and pictures for all types of installations
and use this information to develop standard labor units that can be used on all projects
and factored depending on the difficulty of the project.
• Develop standard installation details that we can default to when not provided by our
clients
• Research and development of software, tools, equipment, BIM services, etc... of potential
estimating tools (BlueBeam, Accubid, NavisWorks, etc...)
• Make the Estimating department self-sufficient for deliverables (Orgcharts, resumes,
schedules, execution plans etc...)
• Responsible for prequalifying Subcontractors and leading the efforts of soliciting and
vetting subcontract pricing
• Leverage our vendors for accurate and compliant material pricing and take advantage
of opportunities to be more competitive when necessary
