Arizona's Children Association is Hiring a Director of Finance Near Phoenix, AZ

The Director of Finance (DOF) is responsible for all fiscal areas and activities of the agency, reporting to the CEO. Position provides leadership, advice, information, training, and assistance in the areas of fiscal and business management. The DOF will provide leadership to the agency in the areas of the agency's evaluation, improvement, and refinement of its fiscal management systems and overall financial plan in order to support the agency's short and long-term strategic goals. The DOF will also serve as a liaison with investment counsel and bank management; insurance brokers and carriers; and the Finance and Audit Committees of the Board of Directors. The DOF provides oversight and guidance. This position oversees Accounting, Purchasing and Payroll Departments.

Essential Job Functions:

  • Works closely with the President & CEO in assessing and evaluating the financial performance of the agency with regard to long-term operational goals, budgets, forecasts and provides insight and recommendations for sustained success.
  • Administers and reviews all financial plans and budgets. Monitors progress and changes and keeps executive leadership team abreast of the agency's financial status.
  • Directs the billing process to ensure that accounts receivable are collected timely. Strives to achieve goals for cash collections and AR days and to reduce bad debt and denials. Routinely reviews revenue cycle metrics to proactively identify and address issues affecting the overall performance of operations.
  • Responsible for the quality control of the Fiscal Operations and for ensuring compliance with all federal, state, and local laws and regulations as well as the overall goals of the agency;
  • Assists the CEO and the Board of Directors in the formulation of fiscal governance policies and assures compliance with these policies.
  • Responsible for the internal control framework of the agency.
  • Develops and maintains financial management policies and procedures that align with the agency's mission, ensuring compliance with all applicable accounting standards and best practices with respect to accounting for nonprofit and community foundations.
  • Responsible for the operating plan (budget) and capital expenditure processes, compilation, reporting and analysis. Assists Department Heads in the development of operating plans, and the CEO and Executive Leadership Team in the development of the total agency operating plan.
  • Monitors the total agency operating plan and notifies the CEO of any problems, either potential or actual related to the management and performance of the operating plan.
  • Responsible for treasury functions. Advises the CEO and Board of Directors on establishment and maintenance of bank and other accounts for depositing and holding of agency funds.
  • Responsible for the development, preparation, and distribution of reports to the Finance and Audit Committees, Executive Leadership Team, Department Heads, and Program Directors. Work with leadership on identifying any causes of significant variances and related corrective actions. Reports shall also be prepared in accordance with generally accepted accounting principles.
  • Working with Program and Development, prepares operating plans for new opportunities and subsequent contract negotiations.
  • Prepares cash flow, forecast and key performance indicator reports as required for the CEO and the Board of Directors.
  • Responsible for preparation and filing of tax reports and exemptions protecting and assuring the full utilization of the agency's tax exempt status.
  • Creates and delivers monthly, quarterly and annual reports to management and the Board of Directors.
  • Interfaces with all internal and external auditors; coordinates preparation for external audits and filing of tax returns and 990 for forms ensuring that AzCA is in compliance with all applicable GAAP accounting standards and best practices with respect to accounting for non-profits and community foundations; Ensures all filing deadlines are met and appropriate documentation is maintained.
  • Oversees the operational and supervisory activities including all functions and supervisory personnel in the Accounting, Purchasing and Payroll Departments.
  • Develops, leads, manages and evaluates staff members, in relation to goal setting, team-building, providing feedback, setting professional development goals and completing thorough performance evaluations.
  • Maintains records of investments, properties and mineral royalties owned by the agency, and prepares reports for the Board of Directors.
  • Provides guidance and support with purchase requisitions and orders for capital expenditures, non-routine and material on-going expenditures, and assures that said purchases are in keeping with the approved operating plan.
  • Must be able to safely and effectively monitor consumer activities, with or without a reasonable accommodation.
  • Performs other duties as assigned which are consistent with the general responsibilities of the position.

Minimum Education & Experience:

  • Bachelor's degree in Accounting or Business Administration from an accredited university or college.
  • Minimum of 3 years' experience as a Director of Finance with demonstrated leadership in operating plans, process compilation, reporting, and analysis; internal and external financial reporting, internal control framework, and contract negotiations, review and approval.
  • Licensed Certified Public Accountant (CPA) required.
  • Or, Equivalent combination of education and experience to be able to perform the essential functions as required.

Other Minimum Qualification/Requirements

  • Must be 21 years of age (licensing requirement).
  • Possess a valid Arizona driver's license and be insurable under the agency's automobile policy.
  • Must be able to provide own transportation to and from clients' homes and/or other relevant organizations/agencies.
  • Must be able to provide DPS fingerprint clearance.
  • Must be able to meet training and agency compliance requirements for the position.
  • An individual may qualify for this position if the individual is able to "perform safely" the essential functions of the position with or without reasonable accommodations.
