Job Title: Residential Program Director

Job Summary:

The Residential Program Director is responsible for the administration, operation, census and treatment of the entire residential program. This person must be a creative and effective leader.

He/she should set a noticeable example that continues to build and promote a supportive and encouraging work environment between the staff and the staff/patient interaction. The Program Director should motivate the staff to support each other and work together as a team.

Duties & Responsibilities include, but are not limited to:

  • Responsible for the administration and operation of the program according to OASAS Part 800, 814, 822, 856, and 857 regulations in addition to the proper functioning of the staff and of the treatment program as designed by the Executive Director, Deputy Executive Director, and Executive staff.
  • Responsible for the maintenance and growth of program census in accordance with OASAS guidelines.
  • Ensure clinical supervision of primary counselors is conducted under OASAS guidelines.
  • Ensure treatment plans and progress notes are written in accordance with 822 regulations.
  • Responsible for ensuring billing is accurate and submitted daily.
  • Conducts weekly case conference meetings and staff meetings attended by applicable staff.
  • Participates in management team meetings chaired by the Executive Director. The focus will be on concerns related to facility activity, delivery of services to the residents, census, and retention, in addition to resident/staff behavioral problems.
  • Responsible for ensuring the program maintains an effective two-way relationship with existing and new referral sources ensuring that linkages and resources with outside agencies are developed, maintained, and properly utilized.
  • Responsible for ensuring that patients receive appropriate treatment services as well as ancillary services including but not limited to medical, mental health, housing, domestic violence, legal, gambling, tobacco, communicable disease, employment, and educational/vocational services.
  • Responsible for ensuring the accurate and timely submission or review of participant records for compliance with OASAS regulations including intake information, comprehensive psychosocial evaluations, treatment plans, progress notes, medical and legal documentation, pending admissions and discharges, referrals, utilization reviews, and coordination of care.
  • Responsible for the accurate and timely submission of billing in compliance with OASAS and NYS MEDICAID guidelines.
  • Responsible for maintaining fee-for-service payments for non-covered program participants.
  • Responsible for overseeing all program reporting including but not limited to OASAS reporting (MSD 48, Program Specific Objectives, PPSI), HRA STARS and TPTS, court reporting, yearly N-SSATS survey, and any other grant-funded activities including, when applicable, OCFS, DYCD, SAMHSA, etc.
  • Responsible for ensuring all contractual obligations, work scope goals, and all licensing regulations are complied with.
  • Responsible for participating in the interviewing of potential new hires. Makes recommendations for hiring, promoting, disciplinary actions, suspensions, and terminations.
  • Responsible for staff performance appraisals and job descriptions

Qualifications/Criteria:

  • Must have a minimum of five (5) year’ s experience in the field of addictions, two of which must be in a supervisory position.
  • Must be able to adjust his/her work schedule to accommodate program needs.
  • Must have knowledge of substance use treatment modalities.
  • Must have the ability to meet the physical and cognitive requirements needed to complete assigned tasks and duties of the position with reasonable accommodations being made for individuals with disabilities.
  • Must have the ability to travel within the five boroughs of New York City via public transportation.
  • Must have the ability to demonstrate proper judgment and decision-making skills when necessary.
  • Must have excellent written, verbal, and organizational skills.
  • Must have the ability to manage time effectively.
  • Must have knowledge of computers/word processing.

Education:

  • A CASAC or Graduate Degree that meets the qualifications of a Qualified Healthcare Professional (QHP),
  • OR equivalent in work experience as determined by Executive Staff.
