Metropolitan Transportation Authority is Hiring an Assistant Director Program Support Near Manhattan, NY

Job Information

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

The Assistant Director, Program Support has a moderate level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding significant issues by senior management within MTA Construction & Development. Decision-making authority over their functional area of responsibility is within well-defined, somewhat diverse procedures and precedents. The Assistant Director provides analysis and input for policy and procedural changes with final approval from senior management and supports the implementation of such changes.

Responsibilities

Typical duties may include:

Provide management within their area of responsibility to ensure effective implementation of administrative processes and provide input to support efficient and effective departmental or business unit operations.

Manage implementation of administrative functions within their area of responsibility or within a business unit, including but not limited to some of the following areas: capital project budget administration, procurement requests, payment coordination, timecard/job charge management, space management (including field offices), non-revenue vehicle management, training/travel requests, overtime management, audit response, internal controls, and/or equipment/supplies management.

Coordinate with related parties throughout C&D.

Manage the development, analysis, reporting and maintenance of data and related systems required for effective operations in project management, business unit or departmental operations.

Provide input into overall strategy and approach in consultation with senior management.

May manage and undertake budget activities and requests for a program of capital projects within a business unit or departmental operations.

Manage the preparation of data analysis, reporting, and presentations related to capital project management, business unit and/or departmental operations.

May manage data and document management activities for project management systems within a business unit or integrated project.

May assist document management activities within large projects and programs.

May support activities to prepare personnel requests and documentation for a department or a business unit, including temporary staffing services.

Support coordination within the business unit(s).

Maintain related reports and data.

May manage and provide input for the resolution of issues for contracts and procurement requests supporting operations or capital program/project-related issues.

Education and Experience

Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.

Must have a minimum of eight (8) years of related experience.

Must have a minimum of four (4) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.

An equivalent combination of education and experience may be considered.

Competences:

Experience in managing diverse administrative functions supporting operations of a large organization preferred.

Experience in implementing MTA policies and practices related to project management, budget, human resources, procurement, payment processing, facilities management, timekeeping, and/or other administrative functions preferred.

Ability to manage sensitive information with a high degree of confidentiality and judgement.

Excellent communication and interpersonal skills.

Ability to collaborate with a broad range of stakeholders and drive outcomes.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Excellent team-building, listening, problem-solving, and prioritization skills.

Proficiency in PeopleSoft, Microsoft Office Suite (including Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Other Information

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $105,472 (this figure is subject to change) per year if the position is designated as a policymaker.
