Job Title: Director of Human Resources
Department: District Office
Reports To: Superintendent
FLSA Status: Exempt
Position Status: Full-time, 261 Days Per Year
Salary Range: $84,479 - $113,806

SUMMARY
Plans and carries out all phases of Human Resources activity by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Recruits, interviews, and recommends candidates to fill positions. Oversees substitute coverage. Conducts post hire interviews for certified employees and reports information to administrative team for consideration.
  • Oversees all areas of Human Resources-related legal compliance matters and disseminates information as appropriate to district supervisory staff and employees. Attends seminars, workshops and other meetings to keep informed of legal issues and certification requirements. Provides resource information for principals, directors and supervisors regarding personnel matters, evaluation of employees and disciplinary action.
  • Supervises personnel transactions such as promotions, transfers, performance reviews, and terminations.
  • Oversees new employee orientation for Classified and Certified Staff. Plans and conducts orientation for Administrators. Plans and conducts other staff training and in-services as needed. Oversees Sexual Harassment Awareness In-services and conducts annual refresher in-services for all employees.
  • Conducts or participates in internal investigations pertaining to employee misconduct or sexual harassment.
  • Conducts wage and benefit surveys within market to determine competitive wage rate. Prepares reports as needed for administration and interest-based decision making informational purposes.
  • Oversees employee benefits operations; participates in committee work and acts as a liaison between district employees, district healthcare consultant and insurance providers as needed.
  • Oversees professional growth programs for certified, classified and administrative staff, to include updating requirements, forms, dissemination of information and issuing addenda.
  • Coordinates placement of college students in student service learning or student teaching placement district-wide; maintains current record of placements.
  • Prepares and distributes District Employee Handbook and all other departmental publications and forms annually or as needed.
  • Prepares District calendar, gathers information from other districts and makes recommendations to Administrative team and staff.
  • Prepares budget of Human Resources operations and utilizes effectively in all areas of departmental operation.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Maintains accurate and up-to-date information on all employees in database. Keeps records of certified employee certification and other data for governmental reporting purposes.
  • Addresses/mediates employee concerns, takes steps to remedy them; responds to employee grievances as needed.

SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with District policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Indirectly supervises other District employees below administrative level.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must be highly motivated and self-directed. Must be detail-oriented and knowledgeable of legal requirements concerning personnel issues. EDUCATION and/or EXPERIENCE

  • Arizona Administrative Certification
  • Three (3) years elementary and/or intermediate school teaching experience
  • Three (3) years elementary and/or intermediate school administrative experience
  • Human Resources administrative experience
  • Demonstrated skill using internet resources, websites and computer software to include word processing, database, desktop publishing and spreadsheets.
  • Training in structured interview format beneficial.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of supervisors, district employees, and the general public.

MATHEMATICAL SKILLS
Ability to add, subtracts, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.

REASONING ABILITY
Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

While performing the duties of this job, the employee is regularly required to stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to sit. The employee is frequently required to bend, stoop, kneel, crouch and lift and carry up to 25 pounds. The employee frequently is required to travel within the District and to various locations outside of the District, which may include out of state travel.

Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
