Description of Task to be Performed:

AnaVation is seeking a Program Manager/Program Director as part of the Account Senior Leadership team to lead delivery of Mission Cyber and Mission Intelligence programs. This role includes responsibility for customer relationships, program performance, company strategy, financial commitments, leading teams, and business management. This strategic role must support ongoing mission operations, proactively deploy and automate innovative solutions for our customers, drive a culture that engages our employees, and provide unmatched value to both customers and employees.

The Program Manager/Program Director provides overall management support for the contract to ensure all projects are synchronized toward established goals and objectives. Accomplishes these goals by communicating job expectations, planning, monitoring, appraising, and reviewing job contribution. Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer services standards; resolving problems; completing audits; identifying trends; determining system improvements; and implementing change.

Required Qualifications:

• Clearance: Top Secret SCI, Counterintelligence (CI) Polygraph eligible
• Education: Bachelor’s Degree
• Certifications:
• Active PMP Certification
• Active DoD 8570 IAT II (CompTIA CySA preferred, Security or equivalent acceptable) within 30 days of contract start.
• Location: 100% on-site position in Reston, VA.
• Experience: 
• 12 years experience in management, program management, or leadership roles in support of one or more Intelligence Community or Department of Defense agencies.
• Experience as a prime contractor Program Manager or Program Director supporting IC or DoD Missions.
• Experience with preparation, formal documentation, and presentations to executive Government Leadership.
• Experience with contracting, contract modifications, contract deliverable requirements list (CDRLs), monthly reporting, and compliance with contract requirements.
• Experience leading program teams with 10 or more technical staff and 10 or more cybersecurity staff, including subcontractors.
• Experience with Government contract financial performance commitments, customer budget planning inputs, and Labor, Surge, Travel, and Material CLIN structures and contract modifications.
• Experience overseeing Government timesheet review, approval, and guidance.
• Experience managing individual and program performance standards.
• Experience with technical project planning, estimating, and scheduling.
• Experience managing multi-task contracts and subcontracts of various types and complexity.

• Desired Education: Master’s Degree (with 10 years experience)
• Desired Experience:
• DoD or Intelligence Community Cybersecurity Threat Analysis, Cyber Vulnerability Management, Cyber Exercise Planning experience.

• Experience supporting full lifecyle A&A process for classified DoD or IC technical capability delivery.
• Understanding of organization and brings established relationships/reputation with DIA and ODNI.
• Experience recruiting cleared technical staff.
• Experience leading Agile Development Teams.
• Experience working with 24x7 shift schedules and staffing.
• Experience working on Cyber Network Defense programs.
• Experience working with Cloud development and delivery.
• Experience with Government contract deliverables and CPARS.
• Experience with profit and loss responsibility.
• Experience with successful Government business development and proposals.
