DutiesCollaborates with the Assistant Administrator and staff divisions in the development of RUS policy, plans and procedures for overall program administration.Resolves substantive differences of opinion and approach between staff personnel and field staff on important program matters.Responsible for making decisions on work problems presented by subordinate supervisors.Hears and resolves group grievances or serious employee complaints, and effects, reviews and approves serious disciplinary action.Requirements Conditions of EmploymentYou must be a US Citizen or US National.Males born after 12/31/1959 must be Selective Service registered or exempt.Subject to satisfactory adjudication of background investigation and/or fingerprint check.Successful completion of one year probationary period, unless previously served.Subject to one year supervisory/managerial probationary period unless prior service is creditable. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled.For the GS-15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Establish goals and objectives in connection with prospective changes in functions and programs; review and evaluate the effectiveness of existing policies and practices; establish goals, objectives, and long-range planning as it relates to present and future program management and delivery. Planning and assigning work to subordinates, developing performance standards, and conducting subordinate employee performance reviews; providing guidance and direction to staff relating to both work as well as administrative matters; and identifying methods to improve production and promote team building. There is no substitution of education for experience at the GS-15 level.NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0340 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
