AMI Housing is Hiring a Program Manager Near Grass Valley, CA

Organization Mission:

Founded in 2003, AMI Housing is a California-based nonprofit organization whose mission is to house and support the most vulnerable residents of the Sierra Region by enhancing the lives of people with mental illness by providing housing, employment, and supportive services.

Position Summary:

Program Managers are responsible for overseeing the day-to-day management of AMI Housing, Inc. programs. This position is designated to oversee the program in the Nevada County region. They must demonstrate high commitment and empathy to the population serviced to keep individuals housed. The Program Manager will ensure appropriate services are provided to program participants, along with rental supports (as applicable), service coordination and peer services. The Program Manager helps foster a client-centered culture guided by the Housing First philosophy. Program Managers are responsible for monitoring and ensuring that program outcomes are reached. This position requires a high degree of professionalism and must demonstrate the capacity to make sound decisions that are in the best interest of the organization and clients we serve.

Employees at this level must be fully trained in all procedures related to assigned areas of responsibility and adhere to the confidentiality of program participants and employee concerns related to personnel.

Duties and Responsibilities:

Housing Management

  • Supervise service coordination, peer services, and other supportive services, overseeing the delivery of customized housing and income stability services through outreach, home visits, client advocacy, and building relationships with landlords, service providers, and community partners.
  • Manage assigned program and service delivery to ensure efforts align with established performance goals, accountability and compliance expectations, and long-term income and housing stability program goals.
  • In collaboration with the AMIH’s policies, ensure the supportive service team members use a Housing First approach to connect program participants to safe, short-term term, or long-term affordable housing that meets all inspection and regulatory guidelines and monitors for appropriate change in housing support services.
  • Ensure teams maintain consistent contact with clients based on assessed needs, program policies, and funding guidelines. Client engagement will include home visits once housed and ongoing case management.
  • Implement and enforce AMIH’s policies and procedures and ensures compliance with the landlord and tenant regulations, AMIH tenancy agreements, and program rules; formulate strategies and tactics to mitigate violations.
  • Formulate policy concerning operational procedures and ensures policies are followed.
  • Develops tools and systems to educate tenants on and promote adherence to AMIH policies and procedures and advance tenants' sense of responsibility for maintaining units and common areas.
  • Provides guidance and advice on complex tenancy issues.
  • Oversees interaction with tenants regarding complaints, violations, applications for housing, transfer requests, etc...
  • Guides staff in effectively resolving complex tenant issues and disputes.
  • Authorizes and drafts behavior/3-day notices.
  • Prepares management information and staff reports.
  • Ensures the appropriate handling of tenant files and protection of personal information.
  • Oversee overall data quality of required program-specific data in corresponding data collection systems (e.g., Coordinated Entry, HMIS (Homeless Management Information System), Mental Health Service Act (MHSA) reporting system), ensuring accuracy and completeness of timely documentation.

Community Relations

  • Liaises with Nevada County Behavior Health, community partners, landlords, and stakeholders.
  • Represents the organization at community activities and meetings to enhance the organization's community profile.
  • Intervenes with community agencies in supportive housing matters to ensure AMIH interests are advanced.
  • Participates in committees, task forces, and special projects as required.
  • Cultivate new and existing partnerships in AMIH’s service areas to increase client skills and establish goals (life management skills, educational and/or career goals, financial management skills, health and wellness goals, and decision-making skills).
  • Work collaboratively with community partners to increase awareness and support of the program and the agency.

Leadership

  • Provide direct supervision for various staff members, including but not limited to service coordinators, case managers, and peer support specialists.
  • Ensure the variety of team members provides an empowering, client-centered approach to case management that demonstrates care and promotes housing and income stability.
  • Supervises job performance of supportive services staff.
  • Participates in recruiting, interviewing, and selecting staff members with the proper skill set and personal abilities to help further the organization's mission.
  • Ensures that all staff receives an orientation to the organization and that appropriate training is provided.
  • Oversees the performance management process for supportive services staff, which includes monitoring staff performance on an ongoing basis and conducting performance reviews.
  • Coaches and mentors staff as appropriate to improve performance.
  • Disciplines staff when necessary, using appropriate techniques; releases staff members, when necessary, in coordination with the CEO and Human Resources.
  • Provides on-call coverage after hours and on weekends for crisis incidents.
  • Work collaboratively with the Finance Team and Data and Reporting Team to support the creation of an annual budget, track expenses for multiple funding sources to ensure services remain within the established budget and ensure Program eligibility and compliance.

Skills

  • Familiarity with best practices, including but not limited to harm reduction, trauma-informed care, and motivational interviewing concepts and strategies.
  • Outstanding capacity to build strong relationships with various program participants, colleagues, and community members.
  • Excellent written and verbal communication skills.
  • Experience in budget preparation and monitoring and demonstrated ability to prepare budget and statistical reports.
  • Strong supervisory and leadership skills; Demonstrated ability to build productive teams of staff performing varied functions.
  • Excellent conflict resolution skills and demonstrated ability to deal with sensitive situations tactfully and diplomatically.
  • Must multitask with attention to detail while working in a fast-paced and sometimes chaotic environment.
  • Ability to plan, organize, and prioritize work. Demonstrated ability to work under pressure, multi-task conflicting demands, meet deadlines, and work independently.
  • Ability to promote a positive team environment.
  • Ability to work effectively independently and as part of a team with flexible and adaptable work style.
  • Ability to compile and maintain extensive records and files.

Qualifications:

Education

  • Bachelor's Degree in social work or social services-related field is required. Master's Degree in strongly preferred.

Work Experience

  • Master-level candidates must have at least three years, and bachelor’s level candidates must have four years of demonstrated experience in a supervisory capacity. (Required)
  • Master-level candidates must have a minimum of 2 years, and bachelor’s level candidates must have three years of work experience working with persons who experience chronic homelessness and struggle with a mental illness (Required).
  • Experience working with individuals with mental illness, drug/alcohol abuse, homelessness, or other social services.
  • Experience in budget preparation and monitoring
  • Sound knowledge of landlord/tenant laws
  • Knowledge of supportive housing program models and services
  • Considerable knowledge of the policies, procedures, and regulations governing the Housing First Model
  • Strong computer proficiency (i.e., Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, Microsoft Teams, Zoom, Adobe, DocuSign, Google Docs, Internet, and Calendar)

Licenses and Certification

  • Possess a valid driver's license with a clean driving record (Required)
  • Complete and pass pre-employment background checks (fingerprints, drug and alcohol testing, credit check and criminal background checks)
