POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Systems Engineer will:

  1. Provide advisory and assistance (A&AS) support to accomplish Engineering and Analytical support as follows:
    1. Operations and analytical support of the requirements impacting NPES and the NPES community.
    2. System management of the operational NPES systems supporting USSTRATCOM GOC, NAOC, deployed location, some airborne platforms, and all training servers.
    3. Operational support by providing training for NPES, as well as operational test & evaluation strategies, plans, and procedures for both NPES Legacy and NPES Recapitalization program. Provide training for NPES, as well as operational test & evaluation strategies, plans, and procedures for both NPES Legacy and NPES Recapitalization program.
    4. Data management, data analysis, software support, and system support to JRADS.
    5. Engineering and analytical support in requirement development, risk-based assessment on requirements and provide overall engineering discipline to program processes for NPES Recap.
  2. Provide technical advice for operations, and day-to-day functional support of the Joint Reporting Structure (JRS) and Nuclear Execution Reporting Plan (NEREP) reporting system.
  3. Support NPES verification and validation through evaluation of proposed and/or actual OPLAN changes that may negatively impact application performance and result in the potential degradation of operational forces.
  4. Support NC3 community related testing to include OPLAN planning data verification, Warning, Residual Threat, Residual Capabilities Assessment, Nuclear Detonation Detection System, and Adaptive Planning testing and all other NPES related software testing.
  5. Participate, as members of an Agile team, in requirements gathering with knowledge management stakeholders and develop user stories.
  6. Attend meetings as required in support of planning and analysis activities and record meeting minutes.
  7. Perform system and requirements analysis supporting the NPES operational community, to include analysis of impacts on and from integrated external systems. These activities support technical discussions, thorough disclosure, and effective feedback to identify potential problem areas and pro-actively respond to issues.
  8. Provide Agile Development Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E) of NPES and NPES related software. NPES testing includes scenario database preparation, creation and documentation of test plans and procedures, user story traceability, test tool recommendations, test jigs, data, etc. The contractor shall perform the OAT and report the daily results in a test report.
  9. The contractor shall provide primary support to the government for organization, execution, and documentation of user community management forums, including Progress Reviews, Program Management Reviews, working groups, O-6/Flag Officer engagements, Combatant Commander level reviews, Video Teleconferences, and others, as required. Support will include all tasks necessary to maintain calendars, travel schedules, meetings, correspondence, and office management.
  10. Assist the government in creating and maintaining activity-level schedules for projects, meetings, and routine business. The government will establish the level of detail required for each product. The contractor shall also support the USSTRATCOM system progress/status reporting by, receiving, coordinating, tracking, reviewing/analyzing issues, preparing briefings, and maintaining user calendars. Contractor will also provide meeting agendas, minutes, and other support, as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

Clearance Required: TS/SCI

Requirements:

  1. Shall possess at least five (5) years of demonstrated relevant experience with NC3/NPES and at least five (5) years of demonstrated relevant experience with one (1) related communications and computer systems:
    1. Military Strategic Tactical and Relay ( MILSTAR), Strategic Automated Command and Control System (SACCS), Defense Satellite Communications System (DSCS), Global Broadcast System (GBS), Mobile User Objective System (MUOS), Advanced Extremely High Frequency (AEHF), National Airborne Operations Center (NAOC), Airborne Command Post (ABNCP), Mobile Consolidated Command Center (MCCC), Joint Resource Assessment Data System (JRADS), NPES Strategic Data Load (NSDL), or Global Command & Control System (GCCS)
  2. Demonstrated relevant experience with network and server management processes to include account management, backup and restore, resource allocation, and system trouble shooting; Demonstrated relevant experience with OPLAN and NC3 data analysis
  3. The demonstrated capability of performing NC2 operations and analytical support as part of a crisis action team or battle staff.
  4. Familiarity with Agile methodologies and principles
  5. Familiarity with USSTRATCOM organization
