REPORTS TO: Senior Program Manager
STATUS: Exempt, salaried, full-time
LOCATION: Chicago, Illinois (currently hybrid remote/in-office schedule)
SALARY RANGE: $51,660 - $73,500 (commensurate with experience)

Position Summary:
All Chicago is seeking a Program Manager to hold responsibility over a program area - Grants Management and Program Specialist - funded through the U.S. Department of Housing and Development Continuum of Care Program (HUD COC). The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness.
At All Chicago, Program Managers work with Senior Program Managers/Directors to provide operational oversight of programs and serve as supervisor to coordinators and associates. The Program Manager establishes and builds partnerships with key stakeholders, engages stakeholders in collaborative planning, formalizes frameworks for carrying out the area of work, develops marketing and education materials, identifies performance metrics to evaluate the initiative, and oversees implementation.

  • Critical thinking: Approaches problems methodically and creatively. Uses curiosity to ensure understanding of problems and propose solutions.
  • Facilitation: Facilitates effective meetings with partner agencies, manages conflict, and promotes joint problem solving.
  • Collaboration: Works collaborative with all stakeholders, holds space for multiple perspectives, and generates buy-in to CoC community standards and best practices.
Position Responsibilities:
  • Provide operational oversight for the grants management and program specialist portion of the CoC-funded housing programs, including establishing processes, workflows, connections to partners, program goals and benchmarks.
  • Develop internal processes to ensure that information is shared internally within the program team so that barriers can be troubleshooted and refined over the project lifespan.
  • Monitor data quality of CoC-funded partners by providing on-going technical assistance, reports and addressing issues in a timely manner.
  • Complete and provide regular program reports to funders.
  • Conduct program orientations and trainings for partner agency and prospective agency staff; in collaboration with All Chicago HMIS staff, ensure partner organizations are trained in the HMIS database.
  • Ensure programmatic compliance by evaluating progress toward outcomes and conducting site visits and maintaining relationships with partner agencies and other stakeholders; plan and oversee annual program audits.
  • Convene and facilitate on-going partner meetings.
  • Monitor program budget.
  • Creates an annual professional development plan and actively works to meet identified benchmarks throughout the year.
  • Demonstrate excellent stewardship of departmental and organizational resources.
  • Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
  • Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support.
  • Actively participates in department, committee, and staff meetings.
  • Assists with All Chicago events and other activities as assigned.
  • Other duties as assigned.

Requirements
Qualifications:
  • Bachelor's degree in social work, human services or a related field, or an equivalent combination of education and experience
  • Possessing 3 years of experience in the field(s) of homelessness service delivery and/or housing is strongly preferred.
  • 1-2 years of supervisory experience minimum preferred.
  • Experience with HUD-funded programming, Coordinated Entry and/or other Continuum of Care lead roles is strongly preferred.
  • Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
  • Ability to prioritize, meet deadlines and manage changing priorities.
  • Excellent writing and analytical skills.
  • Experienced in meeting or training facilitation.
  • Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
