Job Summary:
This position serves as the Deputy Chief Human Resources Officer and reports to ADOT's Chief Human Resources Officer (CHRO). The position manages the day-to-day operations of the HR Department, including Recruiting/Staffing activities, Classification and Compensation, position maintenance, personnel records and files, employee evaluation system (AZP) and the HR Business Partner/Liaison team. In the absence of the CHRO, reviews/approves requests for salary changes and procurement requests and represents at both ADOT and ADOA CHRO meetings.
Participates in and undertakes special projects as assigned by the CHRO or agency leaders. This position requires a high level of professionalism and confidentiality while being tactful and diplomatic at all times and is responsible for work that includes handling of highly sensitive and confidential materials.

This position may be available for remote work within Arizona (minimum of 3 days per week in the office/hoteling, but up to 5 days, based on business needs.)

All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.
Job Duties:
Manages the day-to-day operations of the HR department, including: HR Operations, HRIS data entry, position classification, employee compensation and incentive programs, position maintenance, employee evaluation system (AZP), personnel records and employee files, staffing and recruitment activities, and overall customer service.
Manages the HR Business Partner/Liaison team who is responsible for administering the annual appraisal process, processing personnel actions, assists in developing solutions for unique and strategic personnel matters and provides continuing education and training to field staff performing HR functions to ensure consistent application and compliance.
Develops/manages HR Business Intelligence Data/Dashboards: HR metrics, visual management, interactive customer dashboard, and maintains HR data governance.
Designated as a primary POC for the CHRO and identifies matters that require immediate attention and/or confidentiality and takes appropriate course of action; escalates issues to the CHRO as needed or for awareness purposes.
Participates in and undertakes special projects as assigned by CHRO, as requested by agency leadership, or ADOA HRD to support enterprise-wide initiatives and solutions.
Works with stakeholders using continuous improvement methodologies and tools to identify, prioritize and select potential projects to optimize existing processes and establish new, streamlined processes for customers and standard work.
Responsible for HR's inventory; updating HR's COOP plan, Business Disruption Plan; serves as contact for Public Records Requests and Litigation Hold of HR records, and HR's Legislative Liaison rep.

Selective Preference(s):
Bachelor's Degree in Human Resources Management, Business Administration, or equivalent and at least 5 years of experience in Human Resources and/or HRCI/SHRM Certification.
Experience with public sector. Supervisory experience.
Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
This position is required to be in-office a minimum of 3 days per week or as business needs dictate.
Driving to various locations throughout the State for consultation, training, presentations, or conferences may be required.
