Alakaʻi Services and Poe'hana Group, Inc. is Hiring a Remote Task Lead/Project Manager - PEOIWS

Job Purpose

A Task Lead/Project Manager for the Program Executive Office for Integrated Warfare Systems (PEO IWS)

is a professional who organizes, plans, and executes projects while working within restraints like budgets and schedules. The Task Lead/Project Manager leads entire teams, defines project goals, communicates with stakeholders, and sees a project through to its closure. Ensuring the team will meet all scope requirements by completing jobs properly according to their contract or agreement with the client. In addition, they must provide concrete guidance on what everyone needs to do and the most efficient way to complete each step. Provides support for business financial management operations including analysis, planning, programming, budgeting, execution, and reporting of programs and projects. Complies with planning, programming, budgeting, and execution system as implemented. This includes supporting Program Executive Offices IWS’s participation in all processes throughout the calendar year and using Government approved financial management tools and systems.

Duties and Responsibilities

  • Coordinates internal resources and third parties/vendors for the flawless execution of projects.
  • Ensures that all projects are delivered on time, within scope and within budget.
  • Developing project scopes and objectives, involving all relevant stakeholders, and ensuring technical feasibility.
  • Ensures resource availability and allocations.
  • Develop a detailed project plan to track progress.
  • Use appropriate verification techniques to manage changes in project scope, schedule, and costs.
  • Measure project performance using appropriate systems, tools, and techniques.
  • Report and escalate to management as needed.
  • Manage the relationship with the client.
  • Perform risk management to minimize project risks.
  • Establish and maintain relationships with third parties/vendors.
  • Create and maintain comprehensive project documentation.

Ensures, reviews, and provides monthly deliverables:

  • Status Report of work conducted, Personnel Roster of active and inactive personnel and Expenditure Report.
  • Provides a monthly list of personnel supporting the program that details the individual, the company the individual is employed by, along with the individual's title, labor category, task area, man hours expended, man hours remaining, and fully burdened labor cost.
  • Provides monthly program financial status that tracks planned, funded, and expended dollars to facilitate Quarterly Contract Progress Reviews, and inputs into the Informal Performance Assessment Reports and annual Contractor Performance Assessment Reports.
  • Reports on Quarterly Informal Performance Assessment Reports
  • Acts as a warning mechanism on the need for follow-on corrective action.
  • Reports progress, status, and management challenges. This report shall be easily traceable to the apportionment of work under. All personnel changes shall be reported.
  • Reports Funds and Man-hours Expenditures against the original, Government approved and baselined plan, for apportioned work.
  • Reviews and identifies monthly and cumulative burn rates.
  • Reports receipt of invoices and when paid.
  • Conduct a program review; the site, date and time shall be mutually agreeable between both parties.
  • Ensures the completion and review of gathering, preparing, and timely distribution of minutes. Each program review shall address the Contract Ceiling. Tasking for each year and projections; projected and actual expenditure variances by program. Status and/or resolution of items of interest and performance issues, challenges, risks, or opportunities.

Required Skills and Qualifications

  • Bachelor’s degree in Business, Finance, or Accounting
  • 15 years relevant experience in Navy Financial Management (FM)
  • SME-level experience in Budgeting, Briefing, and Defense at the OPNAV and Congressional levels
  • Communication and Briefing Skills at the SES/Flag Level
  • Experience with using Navy Financial Systems such as Surveillance Plan Monitoring (SPM), Standard Procurement System (SPS), Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), Computer Optimized Batch Reconciliation Application (COBRA), Electronic Data warehouse (EDW) and NAVSEA enterprise Planning Systems (NEPS).

Preferred Skills and Qualifications

  • 20 years relevant experience in Navy Financial Management (FM)
  • Conceptual Knowledge of U.S. Navy Undersea Warfare (USW) systems.
  • Demonstrated Knowledge of SHAPM/PARM working relationship.
  • Demonstrated Experience balancing a complex multi-appropriation portfolio.
  • Demonstrated Experience with cost/schedule performance as it relates to program execution.
  • Demonstrated Experience in task planning and its translation to program execution.
  • Demonstrated Experience working in a program office at Naval Sea Systems Command.
  • Demonstrated Program Management Experience running a mixed team of subcontractors.
  • Demonstrated Knowledge of DoD/DoN procedures and Policies (DoD 5000 process) including Acquisition Plans (APs) and Acquisition Program Baselines (APBs)
  • Experience in a management role, preferably in project management.
  • Exceptional skills in leadership, time management, facilitation, and organization.
  • Demonstrates excellent financial and quantitative skills.
