Your day-to-day work will include:

The purpose of the Defense Civilian Training Corps (DCTC) program is to target critical skills gaps necessary to achieve the objectives of the national defense strategies by preparing students selected for Department of Defense (DoD) careers relating to the acquisition, digital technologies, critical technologies, science, engineering, finance, and other civilian occupations determined by the Secretary of Defense. It is an “ROTC-like” program to recruit and prepare students for DoD civilian careers.

The DCTC Human Capital Specialist will support the coordination, implementation, and personnel management of DCTC efforts. This project must keep pace with leadership priorities, manage initiative milestones (including Congressional Reports and Under Secretary of Defense (USD)-level briefings), and ensure proper senior leader coordination and engagement (across the Office of the Secretary of Defense for Acquisition and Sustainment (OSD(A&S)), OSD(Research and Engineering (R&E)), OSD(Personnel and Readiness (P&R)), the military departments, and others).

  • Provide advice on staffing matters, including management options for recruitment, selection, and placement of DCTC scholars.
  • Establish how existing DoD hiring authorities can be used for immediate employment upon graduation.
  • Review existing statute and determine if new authority requirements are needed.
  • Support creation, coordination, update, and signature of memorandums of understanding (MOU) and memorandums of agreement (MOA) between OSD(A&S) and partner organizations.
  • Interface with OSD(P&R), OSD(R&E), and others to establish a "student DoD civilian employee" category for students while in the DCTC program, if needed.
  • Establish and execute an approach to completion of student security clearances prior to graduation.
  • Analyze office policies, goals, and objectives to recommend methods of operation; long range (i.e., 5 years), intermediate (i.e., 3 years) and short-range plans; provide reporting and evaluation to determine project effectiveness.
  • Strategic analysis of human resources (HR) data requirements, with an understanding of personal identifiable information (PII) data handling and storage rules.
  • Establish billet alternatives and approaches for DCTC graduates (e.g., centralized or decentralized; individual or cohort hiring).
  • Support strategic plans to recruit and retain a highly skilled civilian workforce.
  • Interface with DoD organizations and labs, university partners, and external parties as needed.
  • Support all other duties as assigned.

EXPERIENCE REQUIREMENTS:

Mandatory:

  • 10-15 years related experience supporting the DoD, Uniformed Services, or Fourth Estate (Defense Agencies, Field Activities, etc.).
  • Ability to effectively interface with senior DoD SES staff, academia, and industry in meetings, workshops, and forums.
  • Good problem-solving and research skills.
  • Excellent written and verbal communication skills.
  • Self-starter: Ability to work independently.
  • Proficiency in Microsoft Outlook, Project, Word, Excel, and PowerPoint.

Preferred

  • Experience supporting OSD(A&S), OSD(R&E), or OSD(P&R) is highly preferred.
  • Experience with ROTC at an accredited college or university is a plus.
  • Experience with scholarship administration programs is a plus.

CERTIFICATION REQUIREMENTS:

Mandatory: N/A

Preferred: Prefer candidates with HR related certifications, such as Society for Human Resource Management (SHRM) Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), or equivalent.

EDUCATION REQUIREMENTS:

Mandatory: Bachelor’s Degree in Business, Management, Human Resources, or a related field.

Waivable/Substitutable: Additional equivalent work experience may be substituted for the degree requirement, including experience managing projects.

Work hours:

Here at Aeyon we believe in creating an environment that fosters a healthy work/ life balance. The typical day consists of a 9-5 Monday-Friday work schedule totaling 40 hours per week, but we do realize that life happens, and things come up. Many of our positions allow some flexibility in the work schedule for unforeseen events so that our employees can maintain a 40-hour work week and still have the opportunity to meet other obligations during the workday.

Security Clearance:
