Manages and directs the high-quality delivery of all subsidy and housing programs at Maiker Housing Partners. Responsible for the development and implementation of all departmental policies and procedures to ensure high quality response to clients and compliance with all regulations and requirements. Serves as a Maiker representative in industry, regulatory and other forums advocating for housing reform and related poverty prevention initiatives.

Oversees the work of an 8-to-10-person team ensuring technical control and compliance; workload management; rule interpretation and the overall successful implementation of all department programs. Leads and manages 2 to 3 management-level direct reports.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Program Development and Implementation
    • Develops and implements new support services for Choice Voucher holders in alignment with the Maiker Strategic Plan.
    • Develops proposed budget, staffing model and all elements of ongoing program administration, including grant management (if applicable)
    • Evaluates progress and impact of programs with key constituents
    • Recommends program updates and modifications to improve impact
    • Maintains accurate program evaluation, performance data and departmental progress; prepares and presents reports to Maiker leadership, program funders, and community agencies as appropriate.
  • Program Management
    • Participates in organizational strategy sessions to ensure departmental alignment with Maiker’s stated mission and vision.
    • Plans, directs and coordinates the department’s work plan; assign projects and programmatic areas of responsibility; establishes appropriate service and staffing levels; and reviews and evaluates work methods, procedures and outcomes
      • Responsible for development and implementation of the HCV Administrative Plan, Fair Housing Compliance, Admissions and Continued Occupancy Policy and other policies and procedures related to the division
      • Directs the planning for exhibit development, presentation, and maintenance, public events and shows, and public access and special programs.
      • Develops marketing strategies and products related to program administration and special exhibits and events.
      • Coordinates effective Quality Control measurements and Assurance Inspections
      • Ensures the Housing Services and Programs Department is in compliance with program and regulatory guidelines to include State and Federal mandated privacy regulation regarding clients and their information.
    • Develops and manages budgets while managing expenses
    • Attends and actively participates in networking meetings and events with community and industry partners related to sustainability and the expansion of Maiker’s Housing programs and services.
    • Collaborates with grant development and accounting department(s) to identify and secure funding sources for Housing Services and Programs. Implements programs funded as a result of successful applications.
    • Serves as a Maiker representative in industry, regulatory and other forums advocating for housing reform and related poverty prevention initiatives.
    • Serves as a member of the Management Team and an ambassador of the Maiker Brand both internally and externally.
  • Program Evaluation and Continuous Improvement
    • Evaluates progress and impact of programs with key constituents
    • Recommends program updates and modifications to improve impact
    • Maintains accurate program evaluation, performance data and departmental progress; prepares and presents reports to Maiker leadership, program funders, and community agencies as appropriate.
  • Leadership and Management

Oversee the management of the HCV team. Management responsibilities include:

    • Supervises Direct Reports including the Housing Program Manager and the Lead Housing Specialist
    • Provide overall direction and guidance on Agency plans, policies and strategies
    • Oversees recruiting, hiring, and onboarding for new hires
    • Plan, assign, and oversee projects managed by team
    • Set and track specific team performance goals and expectations; ensure individual team member goals are set and well communicated
    • Review and monitor direct reports’ performance progress
    • Provide frequent feedback and coaching
    • Periodically evaluate performance (at least bi-annually)
    • Proactively manage performance issues and apply discipline as needed
    • Provide rewards and recognition at both the team and individual level
    • Collaboratively create individual professional development plan with direct reports; ensure development plans for individual team members
    • Support the growth and learning of HCV staff
    • Address individual complaints and resolve workgroup issues
    • Creates a culture of learning, curiosity, inclusion, and innovation

Education/Experience

  • BA required or 7-10 years equivalent combination of education and experience
  • Master's degree (MS or MA) preferred
  • At least five years’ experience leading and managing others
  • At least 7 years of progressively more demanding subsidized housing related experience
  • Experience budgeting and expense management
  • Demonstrated proficiency of computer technology, including Microsoft Office suite and Project management software; accounting systems
  • Working knowledge of Yardi Property Management Software
  • Working knowledge of HUD requirements and compliance regulations

Physical Requirements/Working Conditions

  • Regular computer use throughout the day, ability to sit for lengthy periods of time
  • Ability to stand and walk on hard surfaces for periods of time up to one hour throughout an eight to ten-hour day

  • Periodic out of office meetings with partners, members, and at industry forums required
