About Acacia Center for Justice:

The Acacia Center for Justice (Acacia) provides legal support and representation to immigrants facing deportation through the development, coordination, and management of national networks of legal services providers serving immigrants across the country. Acacias goals are twofold: to support immigrant legal services and defense networks to provide exceptional legal services to immigrants; and to advocate for the expansion of these programs and the infrastructure critical to guaranteeing immigrants access to justice, fairness, and freedom. Acacia ensures accountable, independent, zealous, and person-centered legal services and representation to protect the rights of all immigrants.Job Summary:

We are seeking a Program Manager to join Acacias Unaccompanied Childrens Program (UCP) Technical Compliance Team. The Program Manager will take the lead in developing, implementing, and administering a Spanish language resource fund designed to build legal representation capacity among Acacias robust national network of legal service providers (LSPs) serving children in and released from Office of Refugee Resettlement (ORR) custody. LSPs will utilize the funding to participate in a variety of language access tools, materials, resources, and courses to assist new and existing legal staff in building Spanish language skills with the goal of expanding representation and taking on additional cases. Categories of language access resources currently include immersion language courses, local language courses, online language courses, support resources, tutoring, in-person and telephonic interpretation, and written translation. The Program Manager will develop and embrace a strategic approach to communicating program requirements to LSPs interested in submitting a proposal for Spanish language resource funding, independently reviewing, evaluating, and negotiating LSP proposals, including both narrative descriptions of their proposed use of the funding as well as their budget proposals provided in excel, working collaboratively with the Budgets and Resources Management (BRM) team and other UCP team members to communicate feedback and final approval to LSPs, coordinating relevant related contracting, collaborating with Acacias Operations and Quality Assurance (OPQA) team to track and monitor LSPs use of this funding after disbursement, and otherwise stewarding the funding among Acacia network LSPs. The Program Manager will also lead related quarterly reporting to ORR in collaboration with Acacias Research Evaluation and Data Analytics (REDA) team. And, the Program Manager will also take the lead in managing contracting and relationships with the language access vendors with which UCP partners to provide telephonic interpretation and translation services in

Spanish as well as other languages to Acacias network of LSPs. The Program Manager will also supervise and work closely with a Senior Program Associate and other staff, as assigned.

Primary Duties/Responsibilities:

  • Independently, in collaboration with team members, but with minimal supervision required, will design, lead, develop, administer, and grow UCPs Spanish language resource program.
  • Develop talking points as well as LSP-facing guidance materials.
  • Serve as the main point of contact both internally and externally for questions, comments, and concerns regarding the program.
  • Independently review and evaluate LSP proposals to take advantage of the Spanish language resource program, and where appropriate, collaborate with BRM to negotiate and approve the proposals.
  • Collaborate with OPQA to track and monitor LSPs use of the Spanish language resource program.
  • Lead related quarterly reporting to ORR in collaboration with Acacias REDA team.
  • Coordinate related contracting for all interested network LSPs both annually and as needed throughout the year, this includes necessary modifications or adjustment throughout the contract year.
  • Flexibly shift requirements, protocols, and priorities as and if necessary, throughout the year, effectively and diplomatically communicating changes to network LSPs as well as other UCP team members working closely with LSPs.
  • In close partnership with other Acacia teams, coordinate and facilitate related training for Acacia network LSPs.
  • Lead, in coordination with Acacias Legal and other teams, requests for proposals from language access vendors and provides ongoing management over selected language access UCP subcontractors.
  • Supervise, guide, and mentor staff.
  • Additional tasks, as may be assigned.

Required Skills, Knowledge, Abilities:

  • A demonstrated knowledge of or interest in language access programming, resources, and best practices.
  • Comfort with and interest in reviewing and managing budgets and proposals.
  • Ability to work independently, quickly, and manage multiple projects effectively and efficiently.
  • Experience leading and developing a body of work.
  • Flexibility and the ability to quickly pivot when facing challenges and changes attendant to developing a new program.
  • Experience collaborating across teams to carry out a detail-oriented review of data and information and communicating the results of said review to leadership or other stakeholders, including legal service providers.
  • Strong writing, research, data analysis, communication, and facilitation skills.
  • Comfort with public speaking and giving presentations.
  • Interest in effectuating change in partnership with the government.

Preferred Skills, Knowledge, Abilities:

  • A demonstrated knowledge of language education, immigration law, child welfare issues, and/or criminal and juvenile systems.
  • Knowledge of ORR system for unaccompanied children.
  • Experience preparing or reviewing budgets and proposals.
  • Experience in education, teaching, and community learning.
  • Experience building partnerships with legal service providers to meet the needs of people in jails, prisons, and/or immigration detention or removal proceedings.
  • Lived experience and/or demonstrated commitment to challenging inequities and racism in the immigration legal system.

Education and Experience:

  • Advanced degree or experience in a project management, program innovation, or language education field, including, for example, an M.S.W, M.B.A., J.D., or similar degree or experience.
  • At least six years of relevant experience.

Compensation and Benefits:Acacia has established an internal compensation philosophy that centers equity and pay transparency. The salary for this position is set at $118,200.
