Title: Performance Management Subject Matter Expert (SME)

Location: Hybrid in Washington, D.C

Duties: 

The Performance Management Subject Matter Expert will:

  • Provide high-quality, timely, and proactive customer service by supporting and assisting the Department’s Office of Human Resource client agencies and stakeholders to meet their organizational goals.
  • Provide accurate and authoritative guidance to human resources personnel, managers, supervisors, senior-level officials, and employees on the full spectrum of employee relations and performance management-related human resource policies, programs, processes, and procedures in a manner that is consistent with relevant Federal, Department, and Office/Branch policies and procedures.
  • Provide accurate program-related guidance and consultation to internal and external stakeholders regarding General Schedule performance management and appraisal principles and relevant Federal personnel regulations, including performance appraisal close-out and plan establishment guidance.
  • Provide timely, accurate, and interpretative guidance on the performance improvement processes to client agencies and stakeholders such that procedural requirements are clarified before addressing unacceptable performance. provides real-time assistance and guidance to stakeholders around addressing informal performance counseling, performance assessment of probationary employees, and drafting performance improvement plans in support of established service level agreements.
  • Provide relevant and comprehensive feedback on clients' draft performance management plans in line with the requirements of the Federal appraisal system and Departmental appraisal program and annual guidance.
  • Maintain current knowledge of evolving program-related regulatory requirements (e.g., MSPB, OPM, OMB, Executive Orders, CBAs, etc.) and understanding of program regulations in related functional areas (e.g., employee relations, labor relations, and investigations).
  • Serve as a subject matter expert and presenter for trainings, presentations, question and answer sessions, regional administrative officer meetings, and briefings.
  • Ensure that responses to clients are thought-through, professional and well-written; and if applicable, supported by citations.
  • Prepare written products, guidance, and presentations that are clear, concise, and understandable and include logical organization/flow. Review and proofread existing resources to ensure accuracy.
  • Exhibit tactful and courteous demeanor when communicating with clients, both in oral and written communications. Demonstrates professionalism in all work-related interactions; and ensures real-time and tailored program support to assigned clients.
  • Actively participate in team initiatives, discussions, and other ad hoc assignments. Contribute to the development of program-related tools and resources. Participate in and/or coordinate program initiatives and training events.
  • Analyze complex performance issues and collaborate with managers, supervisors, and human resources staff to develop alternative solutions.
  • Engage in collaborative and creative efforts with internal and external stakeholders to promote and enhance the program area, including working collaboratively and engaging with all team members. Nurture a collaborative and cooperative work environment emphasizing positive interactions with clients and colleagues.

Required Knowledge, Skills, and Abilities:

  • At least 3 years of experience providing Employee Relations support to a U.S. Federal agency.
  • Knowledge of pertinent Federal performance management, performance appraisal, performance improvement regulations and best practices.
  • Knowledge of Federal government accessibility policies (e.g., Section 508 Amendment to the 1973 Rehabilitation Act).
  • Ability to exercise due diligence when providing employee relations and performance management professional services in accordance with any applicable Federal law, regulation, or applicable professional standard.
  • Excellent demonstration of computer literacy skills, including but not limited to Microsoft Office Suite applications.
  • Strong customer service orientation.
  • Outstanding written and verbal communication skills.
  • Exceptional attention to detail.
  • Ability to organize and oversee multiple projects simultaneously and meet stakeholder expectations and deadlines.
  • Ability to be flexible, resourceful, organized, and work in a fast-paced business environment with special requests.
