22nd Century Technologies, Inc. is Hiring a Program Administration Specialist I (Hybrid Teleworking) Near Richmond, VA

Duration: 11 Months (Possible Extension)
Shifts Timing: 8:00am to 4:00pm or 9:00am to 5:00pm
Job Description:
  • The Messaging Team within the Division of Informatics and Information System (DIIS) is seeking a Genomics Informatics (GI) Analyst providing support to capacity building for genomics data integration within VDH.
  • Genomic data relates to the DNA sequencing of organisms and is a powerful tool for better understanding human health and disease.
  • The GI Analyst is expected to work with both internal and external partners to support bringing in genomic data for priority pathogens via electronic messaging, identify key fields for data ingestion and enhance data integration relevant to genomic research.
  • This position will fall under the new Genomics Team, reporting directly to the DIIS Messaging Manager and working closely with the Electronic Lab Reporting (ELR) Coordinator to help support genomic activities within the agency.
Role & Responsibilities:
  • Serves as the main point of contact (POC) for genomics projects within DIIS, contributing to project plans and timelines, requirements, testing and implementation in collaboration with VDH informatics, program, and OIM-EPI teams.
  • Provides status updates to all key stakeholders and participates in internal and external meetings.
  • Monitoring for genomics results lab reports.
  • Provide specifications, test, and ensure the maintenance of test data objects (including COVID variants) within: o Virginia's Electronic Surveillance System (VEDSS) o On the reporting server in the Outbreak Management System (OMS), and o In a genomic datamart for later transition to the Enterprise Data Analytics Portal (EDAP)
  • Assisting with implementation and support for the Microreact/Data-flow software application, including establishing active directory user accounts and management of software, working with the DIIS Systems team as needed.
  • Provide assistance with joining VDH (VEDSS) case and lab data (COVID and future disease domains, specifically Hepatitis A & CA/CRE/CRO-Healthcare Associated Infections).
  • Provide guidance to epidemiologists and laboratorians on use of the data.
  • Develop the required documentation.
  • Collaborating with VDH informatics, program and OIM-EPI teams on requirements, testing, and implementation.
  • Collaborates with DIIS Messaging teams in the investigation and resolution of data quality issues to ensure data integrity and accuracy of formatted data received meets national and state standards, and system requirements within the Office of Epidemiology (OEPI).
  • Manage and maintain the confidentiality and security of electronic messaging data always.
  • Performs other assigned duties as needed.
Required Qualifications:
  • Ability to perform data evaluation and analysis; troubleshoot data issues; and develop and maintain documentation of genomic data findings.
  • Strong oral and written communication skills; problem solving and interpersonal skills.
  • Ability to plan and carry out testing and validation of genomic data received electronically; report and reconcile discrepancies; research data anomalies; identify integration of genomic lab and case report data.
  • Prepare and provide clear and accurate feedback; work independently and coordinate collaborative efforts; and ensure confidentiality, security, and integrity of data always.
  • Experience with data management and quality assurance.
  • Experience with data analysis, including use of software applications/programs (SQL, Excel, etc.).
  • Experience with Health Level Seven (HL7) messaging standards for ELR, such as 2.3.1 and 2.5.1.
  • Bachelor's degree in public health, statistics, public health informatics, information technology, and/or equivalent experience and training.
Preferred Qualifications:
  • Experience in genomic data; disease reporting requirements, public health disease surveillance; and medical and/or laboratory terminology.
  • Experience troubleshooting data issues using 7-Edit.
  • Experience leading a team in supervisory or project management capacity to accomplish goals (future state).
