The Behavioral Health Manager - Diversion Courts and Commitment Services has responsibility for overseeing the planning, establishment, execution, and evaluation of three forensic behavioral health programs and the involuntary commitment program. These programs support those with severe and persistent mental illness and acute psychiatric needs in jail, hospital, court and community settings. This role serves as the content expert for the Division and Health Department on issues related to the Criminal Justice, Court Systems and Commitment Services. As the Behavioral Health Manager, other duties will include: Program Management Evaluates operations and activities of internal structures of programs following standards established in the unit and Division. Works closely with program staff and team leads to support staff in their work with clients by creating accessible and clear standards, expectations, policies and procedures based on best practices, ethics and equity lens. Performs continuous quality improvement (CQI) on programs, identifies and communicates areas of risk, needs and strengths to unit and Division leadership. Prepares various reports on operations and activities. Maintains knowledge of relevant state statutes governing the work and contractual outcomes. Attends division, department and inter-agency meetings related to scope of work. In conjunction with Community Mental Health Program (CMHP) Manager Senior, participates in budget preparation and administration. Maintains working knowledge of most current state and federal legislative mandates, funding regulations and best clinical and operational practices and program requirements. System Integration and Advocacy Maintains collaborative working relationships with community partners, including advisory groups, law enforcement, corrections, the courts, acute care hospitals, policy-builders and the State of Oregon Division. Represents the program areas and the unit as a whole by participating in or coordinating internal or external committees and task forces; provides expert consultation to external agencies and committees, leadership level staff and elected officials on the issues related to program areas. Addresses professional organizations and citizen groups to advocate and explain policy and the needs of clients served by the programs. Works with Senior Manager and other unit leadership to develop and support policies, procedures, work plans and programs to meet the community and staff needs. Explores solutions to problems and selects best strategy, coordinates with external and internal agencies to ensure compliance with established policies, objectives, program priorities, and Oregon Administrative Rules (OARs). Presents information on the system of care to internal leadership, community stakeholders, agencies as requested. Identifies training needs for internal and system of care providers and coordinates trainings. Program Development, Contract Monitoring and Budget In collaboration with the CMHP Manager Senior, manages planning and development of new programs and projects from planning stage, to funding, to procurement, contracting, oversight, compliance and outcomes monitoring. Oversees contract compliance and quality of care for contracted services, analyze and present service data, provide technical assistance and lead system improvement efforts. Provides technical assistance to contracted providers. Participates in budget planning for programs and monitors spending. Creates client flex fund spending plans and addresses and communicates any issues to keeping this plan throughout the fiscal year. Monitors need for additional supports and respond to personnel budget requests. Supervision and Performance Management Directs and approves through subordinate supervisor(s) the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce. Provides individual one-on-one supervision to direct reports and group supervision when possible; maintains supervision documentation; designs performance standards and evaluates performance of direct reports; advises and consults with Senior Manager and Program Supervisors regarding employee performance management and other human resource issues; facilitates the resolution of conflicts. Plans and assigns work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controls work through periodic review and/or evaluations; determines subordinates training needs and arranges for training; motivates direct reports and program staff to work effectively; determines the need for disciplinary action and initiates or approves disciplinary action, including termination, when warranted. Partners with Health HR to ensure diversity, equity and inclusion is integrated in recruitments, hiring, performance management, retention, professional development, and trainings. Understands and applies Local 88 contract, county, Health Department and Behavioral Health Division rules and policies for day to day management of employees, functions and programs. Negotiates and facilitates through cultural differences, conflicts, tensions and misunderstandings. Regularly evaluates staff performance and maintains a culture of accountability; Responsible for completing annual performance evaluations with employees on or before their due date. MINIMUM QUALIFICATIONS REQUIRED: Education/Certification: Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP-C) credentialing requirements as required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. Experience/Certification: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. Clinical supervisors/managers in mental health programs shall meet QMHP-C requirements and have completed two (2) years of post-graduate clinical experience in a mental health treatment setting. Other: This position requires a background investigation, which may include being fingerprinted.
