Department of Children, Youth, and Families is Hiring an Evaluator (MA5) - Olympia Near Olympia, WA

We're looking for an Evaluator (Management Analyst 5)to join our team where you will be responsible for conducting data analysis and rigorous evaluation, independently and in collaboration with other OIAA staff, of DCYF’s Juvenile Rehabilitation (JR) services, which aim to reduce recidivism and improve outcomes for JR-involved youth in Washington State. This position must have proven expert knowledge of program evaluation, data analysis, and reporting. The position plans and manages research activities, identifies indicators and appropriate data sources, conducts statistical or data analysis activities, and reports findings that ultimately will enhance state and agency policy, practice, and services available to families and children in Washington State.

The Opportunity:
Responsibilities include: Research and evaluate DCYF juvenile rehabilitation services; maintain knowledge of existing practices, policies, rules, RCWs and protocols; conduct complex data analysis; participate in collaborative efforts around juvenile justice and juvenile rehabilitation evaluation; identify key indicators and develop processes for their ongoing monitoring; and produce final reports, conclusions, and recommendations to the executive leadership of DCYF, legislature, the governor’s office, and other interested parties. This position is responsible for all technical findings/decisions related to the assigned research or statistical tasks.

This position works independently and in collaboration with other DCYF staff to perform numerous responsibilities requiring specialized technical skills. This position is responsible for determining methods, establishing procedures, coordinating complex research projects, and analyzing and reporting data to both technical and non-technical audiences. This position contributes to OIAA by providing relevant research, statistical, and budgetary information to DCYF regarding juvenile rehabilitation.

Some of what you'll do:

  • Plans and manages research to evaluate DCYF Juvenile Rehabilitation services, designing and executing complex and appropriate research.
  • Conducts analytics to support the DCYF Priority Performance Metrics and Results Washington.
  • Performs subgroup analyses of recidivism outcomes and evaluates and reports on the impacts of SB 61610 (JR to 25).
  • Functions as the lead expert in responding to JR related evaluation requests. Provides assessment of JR program(s) and supports strategic planning to meet new and/or changing needs.
  • Uses sound, state-of-the-art research methodology to plan and implement professional evaluation of JR services.
  • Designs surveys, devises samples, extracts and analyzes data from various sources and databases through JR, DCYF, and their partners. • Conducts statistical or data analysis activities.
  • Uses statistical analysis software (e.g. Stata) to analyze data. Uses current and appropriate statistical techniques in use in the social science research community.
  • Prepares and presents professional, publishable reports to meet the requirements of legislation and to guide legislative and agency decisions.
  • Produces final reports, conclusions, and recommendations regarding juvenile rehabilitation to the legislature, DCYF executive leadership, and governor, and community groups.
  • Provides technical assistance and professional expertise to interpret, develop, recommendations that specifically address DCYF’s policies and services.
  • Is responsible for all technical findings/decisions related to the assigned research or statistical tasks.

Required Qualifications:
A Bachelor’s degree in social science, public health, or related field, including coursework in statistics, and five (5) years of progressive experience in data analysis, use of external data sources, and program evaluation.

Experience must include:

  • Research and Analytical Skills/Abilities: Proven ability to research, evaluate, and draw conclusions from data; support policy recommendations with facts and analysis.
  • Program Evaluation: Proven ability to design and conduct multi-modal program evaluation, qualitative and quantitative data collection and analysis, construction of appropriate comparison groups, and writing summary evaluation reports.
  • Problem-Solving and Creative Thinking: Proven ability to understand complex problems and system challenges, and to propose new solutions or improvements to existing solutions.
  • Dedication to and experience with antiracism and data equity principles and practices.
  • Proficiency using statistical software through the command line interface or syntax editor, preferably Stata or R or transferrable coding experience.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • A Master’s degree in social science, public health, or related field.
  • Experience in Juvenile/Criminal Justice related research and/or graduate-level education in Juvenile/Criminal Justice.
  • Experience in quantitative analysis and reporting of administrative (program, participant, & agency) data.
  • Demonstrated experience in data analysis, use of external data sources, and program evaluation.
  • Lived experience, personal or professional, with DCYF programs.
  • Experience with integration of data and complex statistical analysis and reporting.
  • Proven knowledge of statistical methodology appropriate for research in Juvenile Justice and demonstrated ability to apply this knowledge to large data sets.
  • Demonstrated ability to convey ideas and facts orally and in writing, using language the audience will best understands.
