County of Kern is Hiring a Database Analyst I/II Near Bakersfield, CA

Position Information

Examinations: Appraisal (Weight 100%): Will be conducted for the purpose of appraising the applicant's training, education, experience, interest and personal fitness for the position. Appraisal can be based on any of the following: investigation, written examination and/or review of application.
Applicants must attain at least a 70% score on each phase of the examination process.


Minimum Qualifications/Employment Standards
Level I: Graduation from an accredited college or university with a bachelor's degree, including fifteen (15) semester or twenty-five (25) quarter units in computer science, management information systems or closely related field AND two (2) years of programming experience in an information systems environment.
OR
Completion of sixty (60) semester or ninety (90) quarter units from an accredited college or university, including fifteen (15) semester or twenty-five (25) quarter units in computer science, management information systems or closely related field AND four (4) years of programming or data analysis experience in an information systems environment.
OR
Completion of an accredited technical or vocational school training program in computer science, computer office automation technology, computer systems technology or closely related field AND four (4) years of programming or data analysis experience in an information systems environment.
OR
Six (6) years of programming or data analysis experience in an information systems environment.
OR
Two (2) years as a Programmer II or Information Systems Specialist III in the Kern County classification system.
Level II: Graduation from an accredited college or university with a bachelor's degree, including fifteen (15) semester or twenty-five (25) quarter units in computer science, management information systems or closely related field AND four (4) years of experience in data analysis of complex computer application systems in an information systems environment.
OR
Completion of sixty (60) semester or ninety (90) quarter units from an accredited college or university, including fifteen (15) semester or twenty-five (25) quarter units in computer science, management information systems or closely related field AND six (6) years of experience in data analysis of complex computer application systems in an information systems environment.
OR
Completion of an accredited technical or vocational school training program in computer science, computer office automation technology, computer systems technology or closely related field AND six (6) years experience in data analysis of complex computer application systems in an information systems environment.
OR
Eight (8) years of experience in data analysis of complex computer application systems in an information systems environment.
OR
Two (2) years as a Database Analyst I in the Kern County classification system.
Both Level I and Level II:
Qualifying experience must have been within the last eight years.
Valid California Class "C" Driver's License is required at the time of appointment.

Additional Information

Admittance to the examination will require a valid government issued photograph identification. Applicants who are unable to present proper identification must make arrangements with the Human Resources Division prior to the test date.
A background check may be conducted for this classification.
Following an offer of employment, you may be required to submit to post offer medical and drug screening tests at County expense.
This examination will establish an eligible list from which one (1) immediate appointment will be made at the Kern County Information Technology Services (ITS) department. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of six months/ twelve months, unless specified otherwise by the Civil Service Commission.

Health Insurance: (Medical/Dental/Vision): Kern County offers five affordable medical options. Kern Legacy Health Plans are medical and prescription health plan options administered directly by the County of Kern. Kaiser Permanente is also an option. Employees may also choose from two dental plans; Liberty Dental PPO or HMO. The vision coverage is provided through Vision Service Plan (VSP).
Retirement Program: Kern County Employees' Retirement Association (KCERA). This Section 401 (a) defined benefit retirement plan requires employer and employee contribution and pays retired employees a pension based on salary, years of service, and age upon retirement.
Deferred Compensation: This section 457 plan allows employees to contribute on a pre-tax basis to a supplemental retirement account which is then paid out to them when they retire.
Social Security Administration:
Note: Both Kern County and the employee contribute to Social Security and Medicare as follows:
  • The County of Kern withholds 6.2% for Social Security (FICA1) and 1.45% for Medicare (FICA2) from employee's payroll warrants
  • The County matches the employee's 6.2% for Social Security and 1.45% for Medicare
