Saint Paul Regional Water Services (SPRWS) is looking to hire a Distribution Division Manager to provide leadership for a team of 108 employees in a fast-paced and professionally rewarding environment. SPRWS provides drinking water and related services to the City of Saint Paul in addition to several surrounding suburban communities including Maplewood, West Saint Paul, Lauderdale, Falcon Heights, Mendota, and Mendota Heights. Water is also provided on a wholesale basis to the cities of Roseville, Arden Hills, and Little Canada. The utility provides water to 450,000 customers.
SPRWS consists of about 260 employees dedicated to providing quality water to customers at a reasonable cost. Water is distributed to our customers through a system that includes 1,200 miles of water mains, 94,000 service connections, 26,000 valves, and 10,000 hydrants, along with 10 pumping stations and 17 storage facilities. SPRWS consists of four divisions, each led by a division manager. These divisions include Production (supply and treatment), Distribution, Business, and Engineering.
The Distribution Division Manager is responsible for system planning, budget administration, and up to ten field crews for operation, maintenance, and construction of water distribution infrastructure. The Distribution Division Manager is also responsible for leading a 24/7 dispatch center and a large warehouse supplying parts and materials for construction activities.

Here’s what you can expect to do:
A Bachelor's Degree in Engineering, Business Administration, Public Administration, Environmental Science, Urban Planning, Construction Management, Business Management, Economics, or a closely related field and five years of progressively responsible water engineering and/or water management experience in the design, planning, operations, and cost estimates for construction and maintenance projects, water distribution systems, and/or waste water conveyance and/or general construction.
Must possess a Class "A" Water System Operator's Certificate, issued by the State of Minnesota, within five years of appointment.
A Master of Science Degree may be substituted for two years of experience. Partial credit for experience will be given for credits toward a Master of Science Degree.
Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out of state driver's license.
A combination of education and experience to equal 9 years or more can be used to qualify for the position.

Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. Financials No taxes are used to support the utility. The utility is self-supporting with revenue obtained through the sale of water and payment for services. The Board of Water Commissioners was set up pursuant to Minnesota Special Laws for 1885, Chapter 110, and provides authority to establish rates that are sufficient to pay the expenses and costs for maintenance and repairs, and the interest and principal on debt. State law establishes the Board and provides that the rates are adequate to cover the costs of operation and maintenance, and to retire all bonds.
