About the Center for Laboratory Sciences:

The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. In addition, the Center relies on a continuous improvement infrastructure as a core value in developing solutions that emphasize a culture of quality and performance through performance management success.

About the position:

The Public Health Medical Administrator I (PHMA I), will ensure that the Public Health Medical Training Program & Laboratory Animal Services Section, Bioscientific & Technical Support Services Section and all CLS programs monitor, account for and report on program operations, expenditures and outcomes while fulfilling program missions and mandates. This position will provide support and leadership in developing and maintaining well-trained, diverse, competent, and effective staff, and set performance and outcome measures for managers and supervisors.

Additionally, the PHMA I will provide leadership for planning, response, investigation, and surveillance efforts with respect to infectious and environmental laboratory testing, outbreaks and emergencies including bioterrorism, COVID-19, emerging infectious diseases, and outbreaks throughout California. The PHMA I will also advise the Deputy Director and CLS laboratory leadership on national and state policies regarding food safety, public health laws, state testing, infectious diseases, environmental health issues, vaccine preventable diseases, drug interactions and misuse, and other topics CLS laboratories deal with, and the appropriate actions and responses from CLS laboratories to the public health communities, and state or federal leadership.

Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Basic knowledge of:

  • General medicine to manage a Public Health program.
  • State and federal standards including legislations and regulations impacting state and local Public Health agencies.
  • Program policy with a major emphasis on the medical aspects and Public Health issues of the program.
  • Public Health and health care services deliveries systems at State, Federal and local levels.

Ability to:

  • Ensure program objectives meet Department goals.
  • Plan, organize, direct, and coordinate a major Public Health program of statewide scope.
  • Carry out responsibilities and demands of the role in a major Public Health agency.
  • Adapt to new leadership and direction and effectively implement policy and program changes.
  • Effectively secure the cooperation of all groups interested in promoting Public Health.

Please note candidates applying for the PHMA I classification must be in possession, or in the process of securing approval, of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance, or the California Board of Osteopathic Examiners.
