About the Department
The Office of Policy and Planning (OPP) within the California Department of Public Health (CDPH) conducts comprehensive assessments and long-term strategic health improvement planning to address current and emerging cross-cutting public health and equity priorities. They also lead policy analysis, monitoring, and outcomes evaluation while facilitating programs to build and enhance community health investment and public health infrastructure. Cultivating partnerships with local health jurisdictions, health systems, academic partners, government agencies, and community partners is integral to their mission. Additionally, they focus on strengthening CDPH organization capacity through continuous improvement initiatives, decision intelligence principles, and creating a trauma-responsive culture.

Responsibilities:
· Serves as the Lean Transformation Branch Chief
· Directs and oversees the organizational transition of the CDPH to a principal- driven Kaizen (events and daily improvement work) model.
· Provides the necessary vision and leadership to effectively lead and direct essential CDPH centers, divisions, and offices (CDOs) on the transition to a Kaizen-driven organizational culture.
· Guides the CDPH’s Centers, Divisions and Offices (CDOs) to align performance improvement and lean initiatives to the organization’s priorities and True North pillars.
· Facilitate quality improvement and change management activities.
· Continue to build a culture of improvement within CDPH.
· Partners with the Deputy Director of the Office of Policy & Planning and the CDPH Directorate to envision and develop the lean transformation and organizational culture change program, plan, and directives for the workforce at all levels across CDPH and extending lean best practices throughout California health departments.
Desirable Qualifications:
· Five (5) years of verifiable professional experience managing and applying LEAN methodologies of which three (3) years must include supervision of professionals, including in the technical aspects of performance improvement.
· Successful experience leading lean transformation at a health organization.
· Master’s degree in public health, public policy, public administration, business administration, or a related field
· Proven experience in strategic planning and project management in a in public health or government setting
· Previous experience leading, managing and coaching a team
· Prior experience teaching and coaching lean concepts and tools.
· Proficiency with coordinating, teaching and/or facilitating Kaizen and other Lean workshops/events.

5. This role will be responsible for working with the Directorate, CDPH and OPP Leadership to lead CDPH in its Lean transformation to become a healing, learning and impacful organization.
