Salary:Associate Engineer: $100,776.00 - $122,636.80 annually
Senior Engineer: $111,327.00 - $153,362.00 annually

TheBranch:

The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million.

The Division:

Within the Fleet and Facilities Division of the City's Public Works Branch are 4 Divisions – Fleet Services, Facilities Maintenance, Safety Training Center and Facilities Engineering. These divisions are responsible for the management of city vehicles and the planning, design, maintenance, and operation of approximately 45 city owned complexes made up of over 100 buildings totaling over 700,000 square feet within the city.

The Position: 

The city is recruiting for an engineer that will be assigned to the Facilities Engineering Division within Fleet & Facilities, on a 3-year limited term. This position will assist in the management of a variety of facility projects. This newly created position was approved by the City Council in June 2022 with the goal of helping to facilitate the delivery of capital improvement projects being undertaken over the next three years. The position will be filled at the Senior or Associate Engineering level depending on candidate qualifications and experience. This individual will help to manage a variety of facility projects, sometimes independently, with staff or with a team. This position will be responsible for overseeing the planning, design and construction of new facilities, and facility renovation or refurbishment projects. Some of the projects the position may be assigned to, or assist with, include:

  • Orion Center Energy Storage project study - This recently funded project will look at the feasibility of constructing alternative energy source and energy storage on the campus of the Fleet Maintenance, Police and Fire Headquarters, and the future Public Works Operations and Maintenance building (The Orion Center) 
  • Magee Park renovation - Design of this structural renovation project of multiple buildings within the historic Magee Park is anticipated to commence in summer 2024 
  • The Orion Center - This project is a public works operations and maintenance building with warehouses and associated yard space. The design work is just getting underway with construction anticipated to commencing in late 2025
  • Fire Station 7 - The City Council approved work plan identifies the goal of having a new fire station operational in 2028
  • Fire Station 5 - Design for the renovation of Fire Station 5 is anticipated to start in July 2024. The project includes interior and exterior renovation work, a new roof and HVAC system 
  • Monroe Street Pool – This project will reconstruct/refurbish the Monroe Street Pool Complex. Design is anticipated to be completed in 2024 with construction commencing in 2025
The Ideal Candidate: The ideal candidate will be a professional who has exceptional facility project management and leadership skills. Successful candidates will also have excellent oral and written communication skills, have a proven track record, be collaborative, innovative and have the ability to unify thought and influence actions. A demonstrated commitment to customer service and ensuring the right thing for the community is also paramount.   • Work with Facilities Engineering staff to help oversee/coordinate as necessary, various consultants during the preparation of plans, specifications, design work, permits and cost estimates for Capital Improvement Program (CIP) projects and maintenance and operations (M&O) projects
  • Perform project management duties, coordinating technical project teams on complex projects/programs using advanced project management techniques
  • Manage and administer CIP Projects and/or M&O projects to ensure completion within scope, budget, schedule, and standards of practice
  • Independently exercise judgment within generally defined practices and policies as well as areas that require expert interpretation
  • Prepare staff reports for City Council approval, attend and present materials at City Council meetings or other agency meetings as required. Assist in the peer review of other Facilities Engineering staff reports as needed
  • Represent the city in community and/or at professional meetings as required
  • Prepare Requests for Proposals (RFP) and manage consultants. Negotiate scopes of work and fee proposals and work with Contract Administration in the development and execution of Professional Service Agreements and vendor contracts. Assist in the peer review of other Facilities Engineering RFP’s as needed
  • Identify and coordinate with all project stakeholders and regulatory agencies. Coordinate project design and development details
  • Identify requirements for project approval and prepare project schedules and budgets. Assist in the peer review of other Facilities Engineering project schedules and budgets as needed
  • Manage the delivery of necessary regulatory permits for assigned projects including Conditional Use Permit (CUP) applications and CUP amendments as necessary 
  • Work with the City Attorney's office and Risk Manager as necessary to verify compliance with all city procedures, policies, ordinances and laws
  • Assist other city departments and the general public in the interpretation of city ordinances, policies, regulations and procedures as required
  • Collect, analyze, interpret, report and apply technical data
  • Review engineering reports, master plans, studies, calculations, facility conditions assessments, environmental studies, ventilation odor/airflow studies, etc.
  • Maintain project records in coordination with Facilities Engineering staff, review and approve vendor invoices and track expenses against project budgets

ABILITY TO:
  • Review technical engineering work of a complex nature with a minimum of supervision
  • Perform project management and engineering work, alone or under the direction of a registered professional engineer, in the design and construction of facility infrastructure projects
  • Supervise the preparation of facility improvement plans, specifications, and estimates for city CIP projects and maintenance or repair projects.
  • Supervise and coordinate project management activities in technical areas assigned, to help ensure use of good standard practices of project and program management.
  • Develop detailed project updates and manage execution of projects on time and within budget
  • Coordinate projects with other city departments, public agencies, and utility companies for orderly planning, scheduling, and construction
  • Work with and/or manage external consultants:
    • Coordinate project design and development with outside consultants
    • Prepare requests for proposals or requests for bids for consulting or construction services
    • Establish conditions of contract approval
    • Meet with developers and consultants to discuss concepts of general requirements for projects
    • Assist in the selection of consultants
    • Coordinate and evaluates the consultants’ work
    • Prepare periodic reports and updates
    • Prepare professional service agreements, contracts, and contract documents related to the execution of CIP or M&O projects related to the city infrastructure
    • Interact closely with consultants, contractors, suppliers, vendors, or sub-contractors to improve quality and services
  • Inspect and supervise inspection services on assigned projects; opine on field changes within the limits of design and cost restrictions; assist in the resolution of disputes concerning plans, specifications, and other work
  • Review and approve invoices related to projects assigned as required
  • Serve as technical support and resource to the Operations and Maintenance staff of the division/department assigned
  • Prepare and/or review staff reports, council resolutions, and reports 
  • Attend City Council meetings or other agency meetings as required
  • Take initiative and be innovative within all aspects of the position. Establish and maintain cooperative relationships with those contacted in the course of work.
