This position administers, supports and manages Concession Agreement and attachments, intergovernmental agreements and third party agreements as related to the organization’s commuter rail network. Essential Duties & Responsibilities: Provides analysis of contract terms and identifies areas of risk, non-compliance and opportunities related to the application of contract clauses. Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and organizational policies. Provides oversight of the contract processes and ensures that standards and processes within the agreements are in compliance. Develop standards for contract compliance and document control management to assist staff in administering the requirements of the agreements. Provides authoritative guidance concerning application of agreements and analyzes new laws, regulations and trends and develops related strategies as needed. Provides identification, development and implementation of new contract policy/processes/changes. Understands impacts to the organization and analytical implications to the general budget. Provides support to Sr. Manager, Commuter Rail Contract Services and oversight on review of Concessionaire claims such as change-in-law, force majeure and relief events. Provides support to Sr. Manager, Commuter Rail Contract Services and oversight on preparing and processing contract changes related to Concessionaire or RTD proposed changes. Performs in a cross-functional role with stakeholders in other divisions through participation in meetings, audits and other team functions. Collects, analyzes and monitors monthly DBE/SBE compliance reporting documents from prime contractors and subcontractors. Investigates and monitors DBE/SBE compliance issues, conducts on-site monitoring visits, prepares written reports, issues findings and makes recommendations to vendors and internal Civil Rights Office. Attends meetings to support Sr. Manager, Commuter Rail Contract Services. Other: All job-related duties as assigned. Qualifications: Bachelor’s degree in business, economics, public administration, law or another closely related field. A Juris Doctorate from an accredited law school is preferred. Minimum five years of contract administration experience. Ability to use sound, independent judgement and creatively apply resolutions to contract issues. Ability to draft moderate to complex, non-routine contractual instruments and formal letters of response. Proficiency in Uniform Commercial Code and applicable local, state and federal regulations and contract law preferred. Proficient with Microsoft Office Suite. Ability to communicate effectively through verbal and written means. Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details. Or: An equivalent combination of education, experience, knowledge, skills, abilities. Working Environment and Physical Requirements: This position is an eligible hybrid remote/office position, with an expectation of a minimum of 2 days per week in the office after the training period.
