The Behavioral Health (BH) area of Health and Human Services is seeking an Analytics & Continuous Quality Improvement (CQI) Manager to lead the alignment of data, analytics, and CQI in support of key initiatives for the Behavioral Health Services. This position will work with department leadership to inform decision making and to achieve continuous quality improvement by supporting the development of an analytics work plan and strategy, facilitating the development of key performance and outcome measures, championing the use of data analytics and helping to build a data-informed culture.We are focused on using data analytics and CQI to improve resident outcomes and reduce disparities while making the most efficient use of taxpayer dollars. Location and hours: This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practical. Work hours are Monday through Friday, with flexible hours between 8 a.m. – 5 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. About the position type: This is a full-time, benefit earning position.This position is internally classified as an Administrative Assistant, Principal.Click hereto view the job classification specification. In this position, you will: Facilitate, coordinate, and help resource data and analytics requests related to initiatives and projects for leadership, County Administration, community stakeholders and the Department of Human Services.Develop and plan data, CQI and analytics priorities, including outcomes dashboards based on key priorities and compliance for staff, supervisors, managers, directors, and community stakeholders.Maintain an inventory of and understand the area’s data products, including reports, dashboards, surveys, advanced analytics, and research studies.Monitor data quality and ensure consistent standards are being implemented.Supervise staff working on data, analytics, and continuous quality improvement work.Need to have: One of the following: One of the following: Bachelor's degree in business administration or other field appropriate to the position and five years of experience related to the position.Nine years' experience in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position may be substituted for education on a year for year basis.Nice to have: Experience: Working with data systems and programming in order to perform analytics, reporting, or data science in the public sector.Evaluating and continuously improving programs.Working with data analytics to drive strategy towards achieving goals.Managing change and developing analytics capacity for technical and business staff.In a supervisory or leadership role.Facilitating groups and guiding them to create new programs and operational improvements.Working within some of the following domains: query, reporting, and visualization tools (SQL Server, Power BI, SSRS, etc.), statistical and programming applications (R, Python, SAS, SPSS, etc.), and Microsoft Office Suite.Knowledge of: Principles and practices of evaluating programs using data.CQI methodologies.Public sector programs, operations, policies, and procedures.Human Services fiscal and revenue operations.Minnesota human services data systems (MAXIS, MMIS, SSIS, MEC2, MnCHOICES, Workforce ONE, PRISM).Ability to: Develop a project work plan, implement the strategies within the project work plan, and monitor and update strategies to accommodate changing priorities.Work independently and be able to drive the work by explaining, educating and inspiring people, around strategic use of data analytics.Build and nurture collaborative relationships with a variety of customers/partners. Lead horizontally within a large, diverse leadership team, aligning data and analytics with operations, programming, and outcomes.Identify and discuss issues of race, ethnicity, sexual orientation and gender identity, disability status, and other topics impacting our residents.About the department: Human Services delivers a variety of services to individuals or families that assist with basic needs or encourage client change around specific objectives.
