Job Description

Summary:

Yorktown Systems Group is seeking a qualified Joint Operational Fires and Effects Course (JOFEC) Project Lead to support the U.S. Army Fires Center of Excellence and Fort Sill (USAFCOEFS) Army Multi-Domain Targeting Center (AMTC) to provide resident and onsite (mobile training team – MTT) Joint Operational Fires and Effects training to U.S. multi-service students. The JOFEC requires instructors with unique specialty skills and knowledge to instruct Leaders and Soldiers on joint fires and targeting at the operational level of conflict. One iteration of this course runs two weeks or 80 instructional hours and will be taught primarily in a classroom, small group environment. Services provided will include maintaining and updating both the JOFEC training materials and provide instruction of the JOFEC institutional training, as well as conducting analysis, performing studies, design and develop institutional/unit training strategies for the government, and designing and maintaining JOFEC POI.

Specific duties may include, but are not limited to:

  • Shall serve as the Lead Instructor/Analyst/Writer for the JOFEC effort.
  • Responsible for initial input of certification of Soldiers upon graduation into the JOFEC Course Database.
  • Manage travel administrative requirements for instructors.
  • Request and maintain required certification documents.
  • Maintain instructor evaluations (IETs) of all JOFEC Instructors, Contract and Government.
  • Maintain currency requirements for all Contractor Instructor/Operator.
  • Report any deficiencies in training and/or equipment to the COR.
  • Coordinate through AMTC for facility scheduling as required.
  • Coordinate with onsite units for shipping and safekeeping of equipment, storage of classified material, and training requirements for each MTT.
  • Manage student school packets as required by TRADOC and FCoE regulations.
  • Manage Joint Targeting web-based informational sites (SIPR/NIPR) and post course information.
  • Maintain instructor evaluation record for JOFEC Instructors, Contract and Government. Include: Candidate Instructor status, Certified Instructor status, Instructor Upgrade status, and Primary Instructor appointment.
  • Provide full spectrum training including but not limited to classroom, hands-on, and practical exercise.
  • Follow the Government provided Program of Instruction (POI) and prepare to teach to standard the contents of each POI.
  • Ensure at the end of each class all students complete a Class Evaluation Assessment (critique).
  • Evaluate students on Joint Targeting tactics, techniques and procedures (TTP).
  • Monitor students during scenario-based training in order to ensure correct procedures and standards are being adhered to.
  • Develop/administer examinations, evaluate test results, correlate test results of the student(s) ability and provide recommendations through the Course Manager and COR to academic deficiency panels on changes and student status.
  • Analyze training materials to ensure instructional techniques are effective and efficient, as well as ensure training objectives are met through the use of the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) Process and the Army University Experiential Learning Model (ArmyU ELM) and train the trainer procedures.
  • Analyze individual and class academic duty performance and provide recommendations for improvement concerning course materials, methods of instruction, and performance evaluation.
  • Apply professional knowledge and skills of learning theory, instructional design, tests, and measures to the ArmyU ELM to update or develop training products.
  • Ensure draft technical lessons are technically correct, complete, and in accordance with prescribed formats and observe appropriate validation efforts to ensure technical accuracy.
  • Stay familiar with TTPs, lessons learned, and evolving Doctrine and procedures used in Combatant Commands, Army Headquarters, and Joint Task Forces.
  • Shall visit Defense Intelligence Agency (DIA), Combatant Commands, Army Headquarters, Joint Task Forces, and attend conferences, meetings, working groups and exercises, when required, to assist AMTC with fact finding missions, lessons learned and course updates.
  • Prepare lesson plans for each period of instruction.
  • Conduct and provide course material research, development, and updates.
  • Attend required meetings.
  • Adhere to all duties, directives, and tasks outlined in the PWS in support of the JOFEC.
Job Requirements

Required Qualifications:

  • Shall have prior certifications and a minimum of 2 years’ experience in Joint Targeting tactics, techniques, and procedures (TTP). Proof of experience can be from any or a combination of the following:
    1. DD 214
    2. Officer Records Brief (ORB) or Joint Forces equivalent
    3. ATRRS or Joint Forces equivalent
    4. Certificate of Training
  • Shall have the minimum qualifications from one of the four position descriptions outlined below:
    1. USMC or USN experience in the following:
      • Past assignments with 2 years’ experience in the application of the following: Fires TTP, employment, capabilities, and organization of the maritime operations (USMC or USN); Marine Air Ground Task Force (MAGTF) from the Marine Expeditionary Force (MEF) or Fleet Fires; Marine Expeditionary Brigade (MEB); Marine Expeditionary Unit (MEU); U.S. Navy Composite Warfare Commander (CWC) concept/amphibious operations
      • Past assignments with 2 years’ experience working within: Force Fires Coordination Center (FFCC); Marine Expeditionary Force (MEF); U.S. Navy Composite Warfare Commander (CWC); Carrier strike group (CSG); Navy tactical air control system (NTACS); Naval and Amphibious Liaison Element (NALE); Joint operational level is required for this SME
      • Past assignments with two (2) years’ experience in the service and joint level targeting, fire support planning and coordination
      • Graduate of the Marine Expeditionary Warfare School (EWS), Marine Command and Staff College (CSC), or Naval War College (NWC), or College of Naval Command and Staff (CNCS). Graduate of USMC’s “Top-Level School” is desired.
    2. Possess experience to the specified degree in the following areas:
      • Shall have past assignments with two (2) years’ experience joint targeting, fires, and effects for non-lethal effects: including Operations in the Information Environment, Cyberspace Operations, and Electromagnetic Warfare in the execution of a target package and the targeting process
      • Shall have past assignments with two (2) years’ experience in the requirements for producing Electromagnetic Warfare target materials
      • Shall have had a minimum of two (2) years’ joint experience working in an Army Corps (or Marine Expeditionary Force) or higher targeting echelon.
    3. Possess the following qualifications:
      • Shall have two (2) years Combat Arms and Joint intelligence experience at the division or higher level
      • Shall have past assignments with two (2) years’ experience in:
        •  Intelligence and Collection management
        • Joint Intelligence Preparation of the Operational Environment (JIPOE)
        • Joint Task Force (JTF) intelligence support to targeting
        • Sensor capabilities, limitations, and management
      • Shall be a graduate of the Command and General Staff College (CGSC) or Air Force Command and Staff College, or Naval College of Command and Staff College.
      • Shall be a graduate from Pre-Command Course (PCC) or Sister Service equivalent.
      • Possess USAF, USMC, or USN experience to the specified degree in the following:
        • Experience in Fires TTP, employment, capabilities, organization of the U.S. Air Force (USAF) and the USAF Air Operations Center (AOC) and joint air-ground operations
        • AOC experience working air-ground integration in at least one of the following Divisions: Strategy Division; Combat Plans Division; Combat Operations Division; Intelligence, Surveillance and Reconnaissance (ISR) Division; Air tasking cycle; Airspace Coordination and Air Control Orders (ACOs)
        • Shall be knowledgeable and have past assignments with two (2) years’ experience in the specifics of joint fires and joint targeting. The personnel should have applied joint doctrine, joint policy, Adaptive Planning and Execution System (APEX), joint operations, airspace control for air platforms, and air delivered weapons in the execution of targeting during those assignments
        • Shall be a graduate of the AOC Initial Qualification Course, and/or Joint Air Operations Command and Control Course. Graduates of Command and Control Warrior Advanced Course will be considered most qualified
  • Must be a certified JOFEC Instructor or be able to become a certified JOFEC Instructor. Instructors shall certify on a minimum of seven academic blocks of instruction of the assigned POI (JOFEC) and all Practical Exercises (PE).

Clearance: Must possess an active SECRET security clearance and be eligible to upgrade to and maintain an active TOP SECRET / SCI clearance.

Location: Fort Sill, OK / CONUS & OCONUS sites

Travel: CONUS and OCONUS travel will be required.
