Job Summary:
The Department of Economic Security, Division of Aging and Adult Services, seeks an analytical, collaborative, highly motivated individual to join our team as a Program Supervisor with the Arizona Refugee Resettlement Program. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.
Under supervision, you manage multiple programs and undertake a broad range of functions and responsibilities. Staff you supervise are responsible for the day-to-day operations of the assigned programs. You prepare and provide a variety of technical and administrative reports and ensure all project deadlines are met. You coordinate efforts of RRP contractors, community organizations, and other groups. You track revenue, encumbrances, and expenditures to ensure fiscal compliance and efficiency in program area. You enforce operating procedures, plans, and manuals. You cooperate and strategize with federal, state, and local government agencies and with national and local partners and represent the agency at meetings. You analyze and respond to quickly moving and time-sensitive issues. You prepare grant applications. You participate in a wide array of state, federal, and humanitarian systems issues and efforts affecting refugee resettlement. In-state and out-of-state travel is required.
This position will oversee all direct services contracts of the Refugee Programs with policies, contracts development, budget, implementation, evaluation, and countermeasure implementation job duties to attain the goal of Refugee Resettlement. Supervise staff responsible for the day-to-day operations of the assigned programs and provides status reports to the manager and ensures all project deadlines are met.

*This position works primarily from the successful candidate’s Arizona home office but occasional in-state and out-of-state travel as well as in-person attendance at the worksite location for mandatory meetings, trainings, etc. may be required. Worksite location: 1789 W. Jefferson Street, Phoenix, Arizona 85007.
Job Duties:
• Supervise staff, undertake performance evaluations, and advance professional development. Provide orientation and training to subordinate staff. Ensure implementation of new plans, manuals, and directives and arrange for or provide technical assistance as necessary. Adhere to and advance the principles and requirements of excellence in staff management using the state's business management methodologies.
• Track program budgets on an ongoing basis. Ensure compliance with grant policies and regulations. Develop applications for grant funding and other resources that contribute to successful refugee resettlement and integration efforts. Identify initial risks to Administration projects and goals using the state's business management methodologies and elevate findings to Program Manager for further discussion.
• Participate in and assist staff with monitoring reviews of contracted providers and meeting with vulnerable populations as designated to ensure compliance and enforce standards. Coordinate corresponding audit/monitoring activities for compliance with statutory, funding, and programmatic requirements. Contact with vulnerable population.
• Assist in development and implementation of new and existing contracts with contracts and procurement staff in alignment with the overarching goals of the US Refugee Program. Provide technical assistance and guidance to contractors in program area. Coordinate resources for program areas at the state and local levels and strategies with partners to advance successful service for refugees.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• International and national schemas for refugee protection and assistance
• Relevant United States statutes, regulations, and policies pertaining to refugees
• Presiding equal and meaningful access provisions and corresponding requirements under the law
• Fundamentals of budget development, expenditure control and accounting.
• Intersection of various federal, state, municipal, and non-governmental agencies in refugee resettlement
Skill in:
• Oral and written communication, interpersonal relations, public speaking and cross-cultural communications
• Coordinate funding/resource development, contract management and procurement
• Team building, group facilitation and conflict resolution, and coalition development
• Implementing and interpreting program policies and procedures
Ability to:
• Understand state procurement law and requirements
• Resolve complex problems and work effectively in high pressure situations
• Establish and maintain effective relationships with diverse peoples, groups, and sets of circumstances in the course of work
• Advance systems that provide culturally responsive and linguistically compatible services to refugees and other eligible beneficiaries
Selective Preference(s):
Bachelor's Degree from an accredited college or university and two years of progressive experience in refugee resettlement specifically related to refugee resettlement coordination and planning including program research, analysis, planning, community outreach and/or overall administration; OR Associate's Degree from an accredited college or university and four years of progressive experience in refugee resettlement specifically related to refugee resettlement coordination and planning including program research, analysis, planning, community outreach and/or overall administration. Supervisory experience is highly desirable.
Pre-Employment Requirements:
• Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
• A.R.S. 41-1968 Employee shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults, prior to the start of their employment.
• In-state travel is required. The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.11). Individuals may be required to use their personal motor vehicle.
• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
