Job Description

Thies & Talle Management, a leading property management company with nearly forty years in the multi-housing industry, has an opportunity for a Regional Property Manager. This position will support several properties and will provide leadership and direction for the staff at the various communities.

SUMMARY: The Regional Property Manager directs and oversees the general operations of portfolio properties to attract and retain satisfied residents and supervise and coach employees to meet the owners expectations, and safeguard their investments.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Other duties or tasks may be assigned as required. Management may modify, change or add to the duties of this description at any time without notice.

Provides oversight and direction for the management of properties to protect owners investment.

Monitors residents level of satisfaction; recommends and/or implements appropriate actions to maintain and improve level of occupancy and satisfaction.

Acts to resolve problems or any unique or special issues arising at properties.

Maintains compliance with all federal, state, and local laws and Fair Housing requirements at assigned properties.

Maintain compliance with building safety, health and residential licensing laws and codes.

Works closely with government agencies (e.g. HUD, MHFA, RD) to assure compliance as applicable.

Effectively uses company property management software to monitor site performance through use of reporting tools and system auditing.

Markets assigned properties to maintain occupancy goals.

Conducts market studies to assess competitive market; develops strategy to assure properties position in marketplace.

Provides training in effective marketing techniques to Property Managers and Leasing Agents.

Develops signage, brochures, and other communications to maintain a visible presence in community.

Develops and maintains curb appeal for each property.

Develops and/or approves property and vacancy advertising.

Develops and manages capital and expense budgets for assigned properties; monitors for cost effective allocation of funds.

Oversees rent collection process; initiates and/or follows through on eviction processes.

Monitors physical properties for repair, upkeep, and capital improvement. Develops short-term expense and long-term capital budgets to ensure property longevity and marketability.

Obtains bids from vendors/suppliers/contractors to ensure cost effective purchases of goods and service and compliance with governmental agency requirements.

Approves invoices for payment.

Provides owners with monthly analysis of operation reporting variances which affect the NOI.

Manages and supervises the selection, development, and performance of all staff at properties to attract and retain a motivated workforce.

Interviews and selects applicants for job vacancies. Understands requirements of position and hires qualified applicants.

Regularly assesses and reviews performance of on-site staff; provides constructive coaching, feedback and discipline as needed to develop and maintain performance goals and enforce requirements of the Employee Handbook and adherence to company policies..

Provides opportunity for appropriate training to enhance quality performance.

Fills in as needed for Property Manager and/or Leasing Agent when there is a staff vacancy.

SECONDARY DUTIES AND RESPONSIBILITIES include the following:

Acts as a liaison between residents and community services.

Works with the Police Department to help site meet requirements of Crime Free Multi-Housing program.

Contributes to company-wide initiatives such as Operations Manual and system changes.

Trains and monitors site staff usage of Property Management software.

SUPERVISORY RELATIONSHIPS: To perform this position successfully, an individual must be able to work within the following supervisory relationships:

The Regional Property Manager position has supervisor responsibilities over the site staff including Property Managers, leasing agents, maintenance and caretaking staff. This involves coaching and delegating. The Regional Property Manager reports to the Vice President.

Job Requirements

QUALIFICATION REQUIREMENTS: To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience: Bachelors Degree in Marketing, Property Management, or Business or equivalent education and experience. At least three years Property Manager or similar experience. Possession of or ability to attain Real Estate License and/or Certified Property Management Certificate. Must possess the ability to multi-task in performing the essential functions of the position. Knowledge of computers and office equipment is necessary. Must have excellent verbal and written communication skills. A drivers license and transportation is required. Prior experience with contract and lease enforcement is desirable.

Language Skills: Ability to read, analyze, and complete documentation required by city, county, state or federal agencies. Must be able to communicate through speaking, listening, and writing effectively with residents and outside agencies.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure. Must be able to calculate figures and amounts such as discounts, interest, commission and percentages. Accounting and/or bookkeeping skills are a plus.

Reasoning Ability: Needs to be able to assess a situation based upon available data and information and make timely and appropriate decisions.

Other Skills/Abilities/Specifications: This job requires self-motivation and the ability to work independently. Must be able to prioritize job duties. Time management is essential. Ability to maintain confidentiality is required. Skill in maintaining positive relationships with diverse residents, applicants, and staff.

WORKING CONDITIONS: The working condition characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee will come in contact with applicants and residents from diverse cultural and economic backgrounds, including persons with special needs, where communications may pose challenges and will require additional efforts and patience.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level of the work environment is usually moderate.

The employee often has to handle difficult and emotional situations.

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Employee may be required to spend several hours a day in a car traveling to or among individual properties managed by Management.

While performing the duties of this job, the employee is regularly required to stand; walk; sit; stoop; kneel; crouch; crawl; climb stairs; and talk or hear. The employee is occasionally required to reach with hands and arms and climb or balance.

The employee must regularly lift and/or move up to 10 pounds and frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, and depth perception.
