    Human Resources Payroll Supervisor
    General Information
    Position Title: Payroll Supervisor
    Department: Human Resources
    Reports to: Director of Human Resources
    FLSA Status: Exempt

    Position Last Updated: May 2024
    Job Summary:
    Under direction of the Director of Human Resources the Payroll Supervisor will process payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates. Maintains the maintenance of employee records.
    Duty/ Responsibility Number: 1
    Statement of Duty/ Responsibility: Payroll Processing
    Percent of Time: 40
    Tasks involved in fulfilling above duty/ responsibility:
    • Implements, maintains, and reviews payroll processing and accounting systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
    • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
    • Prepares and maintains accurate records and reports of payroll transactions.
    • Performs other tasks as directed.

    Percent of Time: 20
    Tasks involved in fulfilling above duty/ responsibility:
    • Ensures compliance with federal, state, and local payroll, wage, end of the year taxes, W2 information to employees, and hour laws and best practices. Monitors the collection, computer entry and file maintenance of all required employee documentation.
    • Manage ACA hours and process 1095-C yearly.
    • Work with external organizations to such as PERA, TRA, 403(b), IRS, and unions consistently to ensure customer service and compliance
    • Performs other tasks as directed.
    Duties and Responsibilities:
    Duty/ Responsibility Number: 3
    Statement of Duty/ Responsibility: Reports and Audits
    Percent of Time: 20
    Tasks involved in fulfilling above duty/ responsibility:
    • Complete Verification of Employments as needed
    • Maintains the administration of the district tax sheltered annuity, and flexible benefit programs.
    • Assures that documents related to employee retirement plans are properly processed.
    • Participates in the district’s insurance advisory committee
    • Assists with Open Enrollment for benefits on a yearly basis: communication to employees, presentations, reports, and benefit deduction set.
    • Completes quarterly benefit audits
    • Completes required ACA reporting
    • Facilitates audits by providing records and documentation to auditors, and departments.
    • Performs other tasks as directed.
    Duty/ Responsibility Number: 4
    Statement of Duty/ Responsibility: Human Resources Support
    Percent of Time: 20
    • Completes Lane changes per contract for all certified staff
    • Completes fiscal year end process for all employees: Leave roll over, Benefit deductions update, step advancements per each contract.
    • Identifies and recommends updates to payroll accounting software, systems, and procedures.
    • Assists the Human Resources Department with events, and tasks as necessary
    • Performs other tasks as directed.
    Knowledge:
    · Federal and state legal regulations and reporting requirements governing public employment. · Employee benefit plans and the procedures required for proper administration of these plans.
    Skills:
    • Extensive knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes.
    • Excellent organizational skills and attention to detail.
    • Strong analytical and problem-solving skills.
    • Strong supervisory and leadership skills.
    • Proficient with Microsoft Office Suite or related software.
    • Proficient with payroll software.
    Abilities:
    • To read, analyze, and interpret insurance policies, union contracts, general business periodicals, professional journals, technical procedures, and government regulations.
    • To write reports, business correspondence, and procedure manuals.
    • To effectively present information and respond to questions from groups of administrators, teachers, colleagues, and the general public.
    • To establish and maintain effective working relationships with staff and the community.
    • To communicate clearly and concisely both in oral and written form.
    · To perform duties with awareness of all district requirements and Board of Education policies. · To supervise and train other employees
    • To manage multiple responsibilities
    Education Minimum Qualification:
    Bachelor Degree in Human Resources or related field.
    Or
    Associates Degree with 5 years of Payroll Experience
    Preferred Qualification:
    Payroll Certification (must be willing to obtain certification within 1 year of employment, training paid)
    Experience Qualification:
    • Five years of experience in benefit administration, payroll, leave of absence administration, recruiting.
    Experience Preferred:
    • Public school human resources experience
    • Bilingual Spanish
