SUMMARY:
The director of financial operations is responsible for maitenance and oversight of all financial operations including supervision of fiscal staff, daily fiscal operations, accounts payable, billing, payroll, general accounting, and budgeting. This director also provides oversight of company reporting as submitted by the agency contracted Fiscal Consultant.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Assist in leading and implementing The Arc of Chester County’s Five-Year Strategic Plan. Maintain and enhance financial position of the agency through oversight, advocacy and ensuring implementation of strategic plans and goals.
  • Complete all training and qualification requirements.
  • Collaborate with the agency contracted Fiscal Consultant to ensure the contractor has the necessary information to complete tasks.
  • Recruit, hire, train, supervise, and evaluate fiscal staff to ensure all fiscal tasks are performed.
  • Ensure accuracy of data in databases and web portals, including but not limited to, general ledger/accounts payable database, provider enrollment/re-validation in PROMISe, processing of payroll, PTO, billing, authorizations, utilization reports, and Electronic Visit Verification (EVV).
  • Ensure all fiscal requirements for a non-profit are met, including compliance with Generally Accepted Accounting Principles and Government Auditing Standards.
  • Guide and assist with the development and implementation of financial and investment policies and procedures (including but not limited to: Capital Budget Plan, Investment Policy, Reserve Policy), as well as ensuring the Fiscal Operations Procedures Manual is updated as needed.
  • Establish and manage stable cash flow management and procedures and ensure cash resources are available for daily operations. Oversee operational bank accounts and investments, including fund transfers and payment approvals.
  • Ensure bank and investment signatures are updated at least annually.
  • Set up and/or oversee all financial and operational internal controls and metrics within the organization.
  • Prepare and file federal, state, third-party and other cost reports, as needed for funders or appeals.
  • Manage audit process and ensure agency compliance with GAAP.
  • Manage general ledger, accounts payable systems, and revenue contracts.
  • Serve as Chair of monthly Finance & Investment Committee meetings and ensure meeting minutes are completed and meeting packets are prepared and sent to committee members timely.
  • Monitor financial position and provide financial guidance and insights to leadership.
  • Manage internal processes for annual agency budget, meeting with all Directors in the formation of the forecasts and submitting data to the agency contracted Fiscal Consultant for each draft and the final budget for submission to Finance Committee and Board of Directors.
  • Present the agency annual budgets to the Board for approval and assist with the presentation of investments and finance statements to the Board.
  • Review and analyze monthly financial data (utilization, billing benchmarks, etc.) with each Department Director and plan/adjust accordingly to ensure sound financial position.
  • Develop and direct financial plans to deliver the strategic plan by enhancing financial security through the growth of cash reserves and the diversification of funding.
  • Identify financial risks of the agency and work with directors to mitigate.
  • Collaborate with Director of Human Resources and Director of Administration on bids for HR/Payroll matters, agency insurance policies, etc.
  • Ensure contracted agency fiscal consultant and Leadership team collaborate to ensure maximum financial position for the agency and maximum wages and benefits for the staff is achieved.
  • Oversee the negotiations for services contracts and service rates and ensure that enhancing staff salaries is always a part of those negotiations.
  • Analyze all staff salaries, in collaboration with Director of Human Resources, to update the agency salary scale to market wages and develop plans to adjust salaries to market as the organization's budget and financial position allows.
  • Develop comments on draft rates and initiate and facilitate rates appeals when applicable and appropriate.
  • Work collaboratively with Chief Development Officer on grants and other fiscal matters. Ensure reconciliation is completed for donations, grants, etc.
  • Oversee all vendor proposal process to ensure bids are obtained and process to select vendors is implemented. Collaboration and participation in agency vetting committee. Manage budgetary contracts.
  • Offer ongoing guidance relative to the administrative structure and optimal table of organization for The Arc.
  • Manage investment opportunities at the direction of the Finance & Investment Committee in accordance with the investment policy. Manage investment portfolios.
  • Attend external meetings related to fiscal management and other public forums.
  • Participate in Arc sponsored events.
  • Other duties as assigned.
CERTIFICATES, LICENSES, REGISTRATIONS:
  • Ability to complete all required record checks (drivers and background), clearances, drug screening, health tests and vaccinations as required.
  • Provide required driver credentials and valid vehicle information before hire and ongoing prior to their expiration.
  • Certified Public Accountant (CPA) preferred.
