TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

  • Develops, directs, and coordinates, through subordinates, programs designed for the acquisition and disposition of vacant properties on a high-volume basis.
  • Plans, assigns, reviews, and coordinates the activities of a technical and clerical staff responsible for conducting a real estate function; identifies properties for acquisition, based on research data for reliability and accuracy; interprets city’s housing policy to technical subordinates.
  • Directs through subordinates the preparation of information pertaining to properties and policy issues being considered by the Philadelphia Land Bank Executive Director and Board, the Philadelphia Redevelopment Authority and Board, and PHDC’s Real Estate Committee and President/ CEO; manages the transfer of vacant property to organizations in accordance with the Strategic Plan and Disposition Policy; notifies appropriate departmental officials of Board approval for the acceptance or disposition of property; reviews and approves payments for title searches and other services necessary to transfer property under Chapter 16-700 of the Philadelphia Code.
  • Directs the provision of administrative services and directs, through subordinates, periodic reviews of the negotiation process, sales of properties and settlements.
  • Provides real estate information to other housing agencies and public officials; routinely provides information on the number of properties acquired and the number disposed.
  • Advises individuals of availability of property requested; With the Executive Director, directs the acquisition of such properties by gift, or sheriff sale; directs the preparation of real estate and legal documents needed to affect the transfer of land.
  • Maintains a liaison with officials on the local, state, and federal governmental levels; meets with community groups to explain program objectives and to advise them on complaints of residents in the areas affected by the program.
  • Provide assistance to the Executive Director.
  • Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Extensive knowledge of the organization and functions of governmental and other agencies engaged in housing, neighborhood, and development programs.
  • Thorough knowledge of the principles, practices and techniques involved in the transfer of real estate property.
  • Thorough knowledge of the effects of mortgages, dedications, liens and other encumbrances and actions affecting real estate titles. Knowledge of the laws relating to land title work and real estate transactions.
  • Knowledge of common legal concepts and terms used in real estate management.
  • Knowledge of the acquisition, selling and leasing process for real properties.
  • Ability to plan, assign, and supervise the work of a technical staff engaged in carrying out various function involved in a real estate program.
  • Ability to negotiate and carry to completion the real estate transactions involved in meeting the real property needs of agencies involved.
  • Considerable knowledge of the principles and practices of administrative planning and office management.
  • Ability to direct the coordination of program activities with various agencies involved in a city-wide land acquisition/disposition program.
  • Ability to communicate effectively both orally and in writing and to establish and maintain effective working relationships with associates, governmental officials,and general public.
  • Ability to supervise the maintenance of records and the preparation of statistical and narrative reports of program operations.

The Philadelphia Housing Development Corporation seeks a highly motivated Director of Real Estate. This is real estate work managing the acquisition, disposition sales, and settlement of real property. Work may include conducting and/or reviewing appraisals for real property. Effective communication with property owners, their agents, and related housing community development and public agencies is a significant aspect of the work.

Work is performed under the general direction of an administrative superior. Assignments require analytical thinking and are carried out in accordance with departmental management and policy direction. The employee has controlling responsibility for real estate appraisal, acquisition, sales, settlement, and related real estate transactions for departmental activities.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

  • Completion of a Bachelor’s degree program at an accredited college or university
  • Five years of administrative experience in the field of real estate acquisition and disposition for housing development programs, two years of which were in a supervisory capacity.
  • Or any equivalent combination of acceptable education and experience.

PHYSICAL AND MEDICAL STANDARDS

  • Ability to meet the approved minimal physical and medical standards.
