Philadelphia Housing Development Corporation... is Hiring an Affordable Housing Loan Officer Near Philadelphia, PA

Essential Functions

  • Responsible for underwriting, structuring, and expediting large multifamily rental projects from pre-development activities through construction completion
  • Evaluate, review and determine financial feasibility of housing projects with development budgets of up to $50 million dollars through analysis of development budgets and operating proformas
  • Review projects to ensure compliance with federal, state, and local financing regulations
  • Prepare summary and resolutions for presentation to PHDC Board of Directors
  • Review and prepare vouchers for loan disbursements including review of construction AIA forms and soft costs of projects
  • Engage and coordinate the work of the project team including related activities of departments and agencies such as housing construction, monitoring, wage compliance, equal opportunity employment, and land disposition.

Knowledge, Skills & Abilities

  • Knowledge in the financing of multi-family housing developments including evaluation of financial proformas
  • Experience with federal, state, and local housing programs and funding sources, including low-income housing tax credits, tax-exempt bond financing, Community Development Block Grant funding, Home Investment Partnership funding, and Housing Trust Funds
  • Eager to learn new skills and master complex development assignments. Strong organizational skills, self-starting and self-directed work habits. Detailed oriented.
  • Self-motivated team player who can interact productively and positively with other members, but also able to work independently

The Philadelphia Housing Development Corporation (PHDC), a non-profit organization funded primarily by the City of Philadelphia and the Commonwealth of Pennsylvania, is looking for an Affordable Housing Loan Officer to join its Community Investment Group.

Under general supervision, this position is responsible for the monitoring, evaluation, and coordination of residential projects included in the PHDC's housing programs and does related work as required.

This position begins at the stated starting salary. The salary increases yearly to the top of the pay range based on satisfactory performance.

Training and Experience : Graduation from a recognized college or university with a bachelor's degree in public or business administration, urban studies, planning or related fields and five years of progressively responsible experience in real estate development and finance, community development, urban planning, or related fields; or graduation from a recognized college or university with a Master’s degree in public or business administration, urban studies, planning or real estate development or finance and three years of experience in real estate development and finance, or urban planning; or any combination of training and experience.

Knowledge, Abilities, and Skills : Demonstrated knowledge of federal, state, and local housing or community development programs and single and multi-family housing development or financing techniques. Demonstrated negotiation skills. Demonstrated understanding, sensitivity, and support of public goals and objectives of the Redevelopment Authority and public policy issues. Ability to plan, coordinate, carry out and monitor housing development activities. Ability to analyze and evaluate project feasibility. Ability to maintain records and reports. Ability to establish and maintain effective working relationships with others. Ability to express oneself clearly and concisely in oral and written communication.
