Job position summary: HACA is committed to reflecting and representing the community it serves at all levels of the organization through effective DEI principles. To further these efforts, HACA is looking for a full-time Diversity Recruitment Manager who will successfully recruit top talent to our high-performing organization. This position is responsible for all recruitment efforts, job fairs, and posts of job openings with internal and external sources (newspaper, universities, vocational/technical schools, various job banks and the Internet).
The Diversity Recruitment Manager will play a central role in identifying, hiring, and assist with retaining diverse talent to increase representation across HACA. As a key member of the Human Resources team, this position will help the VP of Human Capital analyze and propose programs that increase diversity and enhance the inclusion-oriented mission of HACA. These initiatives will help HACA in finding new talent from underutilized sources, support departments with retention of talent by fostering an environment that is welcoming and inclusive of all identities and backgrounds, and create a more equitable path for internal advancement. The position will also assist the Vice President of Human Capital and HR Manager in accomplishing duties pertaining to Human Resource Management.
Summary of Essential Functions:
  • Collaborates with leadership to develop a holistic hiring plan that attracts and retains diverse talent at HACA.
  • Develops and sustains relationships with HBCUs, Hispanic-Serving Institutions (HSI), community organizations, as well as regional and national affinity groups for more inclusive recruiting sources among BIPOC, women, and the LGBTQ community
  • Tracks and monitors recruiting analytics to identify trends and adjust practices to promote inclusivity and diversity.
  • Conducts market research to understand where untapped diverse talent pools exist and collaborate with internal stakeholders to explore prospective strategies to attract non-traditional candidates.
  • Develops strategies to recruit for specialized positions and builds HACA's brand as a preferred employer through participation in networking and recruiting events (Career fairs, Trade conferences, Association events, etc.).
  • Manage position postings on a variety of platforms (HACA website, Indeed, LinkedIn, Texas Workforce and, other online Job Boards, etc.
  • Partners with HR leadership to recommend, develop, and implement short-term and long-term recruiting goals.
  • Collaborates with the HR team on researching, developing and promoting DEI training and sensitivity programs.
  • Explores worker-led accountability measures, such as departmental task forces, for productive internal feedback.
  • Identifies internal opportunities for more inclusive and equitable representation from underrepresented groups.
  • Maintains all active and inactive employee personnel files. Ensures the security of confidential information and materials such as personnel files, medical files, electronic files, and other sensitive documents and information.
  • Prepares documents for new hires, terminations, transfers, promotions, demotions, correspondence relating to pension payroll deductions and contributions, and pension-related expenses.
  • May perform general clerical support to include typing, filing, answering phone, data entry and word processing functions and other duties assigned.

Qualifications and Knowledge :
Required:
  • Bachelor's degree from a 4-year college or university; or 1-2 years related experience and/or training; or equivalent combination of education and experience.
  • Degree in Human Resources, Business Management, or other related field.
  • Ability to travel 15 % domestically to job fairs, recruiting and networking events.
  • Knowledge in researching, developing, and implementing DEI strategies in the workplace.
Preferred:
  • The ideal candidate is someone with a Bachelor's degree from a four-year college or university and 2-3 years related experience and/or training; or equivalent combination of education and experience.
  • 4-5 years of progressive Human Resources experience as a Human Resources generalist with experience.
  • 1-2 years' experience researching, developing, and implementing DEI strategies in the workplace.
  • PHR Certification preferred.
  • Excellent leadership and communication skills, as well as a collaborative management style and the ability to work with managers and employees at all levels.
  • Must demonstrate competence in building business partnerships across departments and collaborate with individuals
  • Valid Texas driver's license. Eligible for coverage under Housing Authority fleet auto insurance.
