POSITION DESCRIPTION

COMMUNITY SERVICE ANIMAL CONTROL OFFICER The mission of the Rochester Police Department is to provide exceptional service and superior protection by reducing crime and enhancing the quality of life of the first-class community we serve.

Starting Pay : $26.12 per hour, with advancement to $32.72

This recruitment will be used to establish an eligibility list for future hiring purposes. Applications will close on May 26th, 2024.

Community Service Animal Control Officers generally work Monday thru Friday. Schedules may be adjusted based on department and staffing needs but will be based on 40 hours per week.

Assigned schedules will be 8- or 10-hour days within the Animal Shelter’s operating schedule of 7 : 30am-4 : 30pm. Schedules may require weekend and holiday coverage to ensure the appropriate care is being provided to animals at the shelter.

A Community Service Animal Control Officer performs basic responsibilities including assisting the public, police officers and other staff by completing technical, clerical, and manual activities related to animal control functions which do not require peace officer status.

Duties will include providing information and general assistance to the public and support to patrol while performing related duties as required.

This position works within the framework of the policies and regulations of the Police Department and City as well as applicable State and Federal laws.

Work requires courtesy and tact for frequent public contact both in-person and via telephone to answer questions, explain processes, and supply information.

This position is assigned to the Community Services Division.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.

• Public Relations
• Explain animal control procedures to the public.
• Maintain the department’s Animal Control Facebook or other Social Media pages related to found, missing, and / or adoptable pets
• Work closely with local and surrounding Humane Societies to assist with placing and adoption of domestic animals
• Animal Control
• Apprehend and care for animals.
• Enforce various animal related statutes and ordinances.
• Respond to complaints concerning unwanted, escaped, or other nuisance animals.
• Interview crime victims / witnesses, record additional information gathered, explain procedures for successful prosecution.
• Investigate animal bite reports
• Maintain records of currently / potentially dangerous dogs for referral.
• Provide for the upkeep of the Animal Control Shelter and the Shelter’s needs to include pet foot, kennels, and other related general maintenance issues.
• Determine the appropriate disposition of animals.
• Work closely with local and surrounding Humane Societies to assist with placing and adoption of domestic animals.
• Liaison with local Veterinary Offices and RCTC Veterinary Technician Program to determine care of animals
• Maintain Records
• Prepare animal related incidents.
• Keep animal bite records and perform follow-up with Department of Public Health, victims, and animal owners.
• Other Related Duties
• Testify under oath in court as needed.
• Maintain liaison with DNR, Olmsted County Health Department, and other agencies.

ESSENTIAL FUNCTIONS

MINIMUM QUALIFICATIONS

Education and Experience

U.S. Citizen

Eighteen (18) years of age

High school diploma or GED

Experience working with the public

Licenses and / or Certifications

Valid driver's license

Desirable Qualifications

Experience related to law enforcement

Experience working with computers and portable radios

Experience with general building maintenance

CPR / First Aid / Emergency Medical Technician (EMT) certification

Successful completion of an accredited veterinarian assistant or veterinarian technician program

Special Requirements

A background investigation including fingerprinting is required as a condition of employment.

Successful completion of the level 1 NACA (National Animal Control Association) training within 1 year, as a condition of hire.

The Animal Control Community Service Officer position requires individuals in the position are free from any physical, emotional, or mental conditions which might adversely affect the performance of the duties.

Knowledge of : police methods, practices, and procedures; the geography of the City of Rochester; local, state, federal laws, and city ordinances, pertaining to animal custody, quarantine, and disposal;

proper techniques in the care and treatment of animals; animal collection and control methods; and first-aid methods, practices, and procedures.

Skill in : office practices, procedures and equipment, including operation of a personal computer, various programs, and data entry functions;

listening and problem solving.

This position requires a majority of time spent either walking or sitting with some standing and lifting.

Weights of objects to be lifted, carried or pushed / pulled will range from ten (10) to (100) pounds.

Climbing of stairs is often required as well as movements such as balancing, stooping, kneeling, crouching, crawling, twisting, bending, reaching, handling, fingering and feeling.

Simultaneous and often repetitive use of the hands and feet are required.

Reaching overhead and in front of the body is sometimes required.

Excellent sensory skills are important (sight, hearing, and speech) as well as the ability to communicate effectively.

Work is performed both indoors and outdoors with environmental conditions such as inclement weather, heavy traffic, automobile fumes, hazardous chemicals, noise, and extreme heat and cold.
